Responsibilities Incumbent serves as a Contract Specialist in the Administrative Division, Acquisitions Branch. Incumbent is responsible for soliciting, awarding, and administering highly technical, complex, multi-year types of contracts. Contracts may include construction projects for new or existing facilities, information technology acquisitions, privatized and community corrections contracting. In addition, the incumbent is responsible for complex contractual work involving the negotiations, administration and termination of contracts. In many cases, the requirements of these contracts are state-of-the-art technology and can only be defined in terms of functions to be performed or the operational capacity requirements. Incumbent analyzes past performance on current and previous contracts and evaluates contractor responsibility, standards, general administrative expenses and profits. Incumbent prepares determinations and findings, justifications and approvals and solicitation documents. Experience preparing and issuing solicitation documents, selecting appropriate clauses, ensuring clear and complete specifications. Experience in detailed analysis of bids or proposals received, insuring strict compliance with specifications on advertised procurement. Experience in both formal advertised and negotiated acquisitions, performing detailed analyses to determine responsiveness and responsibility of offer or, reviewing past bids and awards, and establishment of price reasonableness. Experience drafting final contract including specifications, packing and shipping requirements, inspection instructions, and all other special and standard clauses, preparing recommendations for award, and documenting reasons for decisions.
