Attorney Duties : Under the close supervision of an Assistant Chief Counsel, work as an integral member of a team of attorneys, engineers, scientists, credit analysts, and managers. Advise State Water Board members and staff regarding all stages of funding program transactions (e.g., inquiries, applications, due diligence, negotiation, and compliance), including providing financial assistance and issuing revenue bonds. Draft transactional documents and negotiate terms with borrowers’ counsel. Coordinate with U.S. EPA on federal grants. Advise State Water Board members and staff on adoption, interpretation, and implementation of funding program guidelines and programmatic documents, federal financing requirements, general obligation bond requirements, post-issuance tax compliance, and proposed legislation. Assist the State Water Board’s funding programs with miscellaneous legal issues, including research and Public Records Act requests. Assist the Attorney General in litigation matters involving the Board’s financial assistance programs, including providing advice and legal research used in preparing briefs and declarations.

Qualification and Experience

Qualification : Must have active membership in The California State Bar. (Applicants who are not members of The California State Bar but who are eligible to take the California State Bar examination or are in their final year of law school will be admitted to the examination but will not be considered eligible for appointment until they are admitted to The State Bar.)
