Junior Paralegal The candidate will assist in the processing of Freedom of Information Act (FOIA) and Privacy Act (PA) requests that are the subject of litigation involving the Department. Will coordinate the processing of FOIA requests for information and provide advice and guidance to management and staff regarding disclosure of Departmental records under the FOIA. Respond effectively to questions relating to complex FOIA requests involving multiple programs and offices, review incoming requests for clarity and reasonableness, work with L to obtain clarification of requests, and respond effectively to questions relating to complex FOIA requests involving multiple programs and offices. Perform other duties as required. Coordinates with L attorneys and the Department of Justice (DOJ) on all activities related to cases in litigation under their responsibility. Review litigation documents and manages overall case progress. Perform complex research in the State Archiving System and the Central Foreign Policy Files and tasks other Department Bureaus, Offices, and overseas posts to search for responsive records. Analyze and evaluate all searches conducted to ensure that they were adequate and conducted in accordance with applicable laws, regulations, and procedures. Utilize electronic recordkeeping systems and other sophisticated tools to monitor/track case progress, review release/denial decisions, generate reports, and out-process cases. Create, organize and maintain adequate administrative record documentation of the agency’s actions in litigation cases in paper case files. Monitor and analyze program performance data to identify slippages and impact on program requirements. Conduct organizational assessments of projects/programs, development of methods and procedures designed to improve and streamline the process and measurement of the potential impact of activities on program operations in the Branch. Draft report of findings and recommendations in support of process improvements. Paralegal certificate preferred, Bachelor’s degree required, 1-3 years of experience with FOIA is required. Top Secret Security Clearance is required.
