Senior Manager Network Real Estate The candidate as a member of the regional management team, leads the Area’s Network Real Estate (NRE) Team and is responsible for the Area’s delivery of NRE services in accordance with applicable contract deliverables and budgets, and for overseeing the execution and delivery of the Area NRE team’s broader functional support around small cells and fiber. This position will provide guidance to the Network Real Estate staff who have primary responsibilities for securing jurisdictional approvals, and shaping local policies and regulations affecting small cell deployment, maintaining relationships with municipal planning departments, facilitating discretionary entitlements and providing support during the permitting process. The position will also oversee NRE’s collaboration and coordination across functions and business lines to help ensure that company’s execution relative to external customer expectations and internal key performance metrics are achieved. Shall serve as NRE’s chief liaison with the Government Relations Market Manager(s) and broader External Affairs team to help prioritize business needs and identify escalation opportunities. Leads, mentors, and manages the Area Network Real Estate team consisting of NRE Managers (formerly GRMs), NRE Project Managers (formerly GRPMs), NRE Specialists (formerly GRSs), and NRE Project Coordinators, including hiring, terminations, performance reviews, training, rewards and recognition, and individual development/career growth. Partners with other Area-level Directors and Managers in support of cross-functional company value initiatives, as well as shared management goals at a district, regional, and national level. Works with the Area leadership team to undertake short- and long-term organizational planning, including the establishment of goals/objectives, methods/tactics, and performance metrics related to Area NRE services. Serves as the regional Small Cells NRE liaison to External Affairs, assisting in the identification and prioritization of regional escalations, and coordinating Area NRE support as may be needed. Oversees the implementation of NRE initiatives across the Area, as well as the performance and execution of the Area NRE team’s functional support at the project, district, and regional levels. Ensures the Area NRE team is appropriately resourced to scale with contracted and anticipated volume and project workload. Provides next-level support to implementation partners in overcoming municipal objections or obstacles, and ensures that applicable Area NRE resources are engaged to provide timely and effective resolution. Works with the regional Finance team to effectively forecast and manage the Area NRE budget and financials, while ensuring NRE functional support aligns with contracted scope of work and associated project budgets. Leverages company’s legal and regulatory rights to achieve business objectives through coordination with/utilization of the Government Relations Counsel and other internal and external legal resources. Advises, as appropriate, on legislative/regulatory issues affecting company’s ability to deploy small cells, fiber and related communications infrastructure in the public rights-of-way/ Ensures Area NRE team understands its role within the End-to-End Process, and provides accurate forecasting and on-time completion of workflow items in the Opportunity Process (DAS 1.0), Implementation Process (DAS 2.0), and Contract Management Process (DAS 3.0). Ensures Area NRE team is complying with firm’s policies and procedures, as well as established best practices. Reports to: Vice President General Manager, Small Cells. Title(s) of direct reports (if applicable): Network Real Estate Manager.

Qualification and Experience

The candidate should have Bachelor’s degree, preferably in planning. J.D. or paralegal/post-graduate training desirable. 5-7 years of experience in wireless infrastructure deployment or related field required. Previous people management experience and demonstrated ability to manage a team/group and administer a program budget and forecasting required, General business acumen, legal, and regulatory experience strongly desired. Experience with small cells/distributed network systems within the context of deploying telecommunications networks in the public right-of-way preferred. Must have experience leading goal-driven, cross-functional teams. Should have thorough knowledge of communications infrastructure deployment within the public rights-of-way, particularly small cells and fiber networks. Must have knowledge of current and emerging trends/developments within the communications industry, particularly small cells and fiber networks. Should have ability to apply the Telecommunications Act of 1996 and applicable federal and state telecommunications laws, regulations, and relevant decisions to preserve company’s interests . Must have ability to read, understand and communicate financial metrics. Excellent written and verbal communication skills, with ability to convey complex concepts in a clear and logical manner are needed.
