Contract Specialist - GS 07 – 09 The candidate will assist higher graded specialists with satisfying customer needs through the professional placement of Government contracts. Performs acquisition planning tasks, including reviewing/analyzing procurement requests, researching market conditions, determining method of procurement & contract type, developing acquisition plans, and preparing necessary justifications and documentation. Awards and assists in awarding and administering a variety of contracts, including those awarded under socio-economic programs and sole source procurements. Develops and prepares contract solicitations and modifications, incorporating appropriate language, specifications and clauses based on various factors (market conditions, customer requirements, quantities required, etc.). Negotiates well-defined and well-precedented contracts and assists Assists higher graded Contract Specialists in negotiating more complex contracts. Evaluates and/or assists in evaluating technical submissions, bids or offers for responsiveness to the solicitation; performs price analysis and determines competitive range for negotiations. Performs and/or assists in performing post-award duties including monitoring contractor's performance, ensuring contract compliance, ensuring payments are processed, and executing and documenting conventional contract modifications. Conducts and/or assists in conducting or facilitating various contracting meetings such as pre-proposal and post award meetings. Responds to inquiries from customers and vendors concerning contract issues and concerns; keeps customers/contractors apprised of procurement status; coordinates with other offices or stakeholders to resolve procurement-related problems.
Qualification and Experience
The candidate should have following qualifications: Basic Requirements for GS-5 through GS-12: A. A 4 year course of study leading to a bachelor's degree with a major in any field; or 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitativemethods, or organization and management. The candidate who meet the criteria for Superior Academic Achievement qualify for positions at the GS-7 level. To qualify for GS-7, must have 1 year of specialized experience equivalent to the GS-5 level in the Federal service. Specialized experience is experience performing routine or developmental contracting assignments such as monitoring contractor performance for compliance with contract requirements, planning or carrying-out pre-award and/or post-award procurement actions, and resolving common procurement-related issues or problems. OR 1 full academic year of graduate education or law school or superior academic achievement. Superior Academic Achievement, if applicable- Superior Academic Achievement (SAA) at the baccalaureate level is fully qualifying at the GS-7 level. To claim SAA, submit documentation of one of the following: Must be in the upper third of graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses. Grade-point average (rounded to one decimal point) of: 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of curriculum; or 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in your major field or the required courses in your major field completed during final 2 years of the curriculum. Election to membership in a national scholastic honor society in one of the national scholastic honor societies listed by theAssociation of College Honor Societies. To qualify for GS-9, you must have one year of specialized experience equivalent to the GS-7 level in the Federal service. Specialized experience is defined as experience performing recurring and developmental contracting assignments. Procurement at this level include: Determine appropriate contract vehicles (i.e. purchase orders, blanket purchase agreements, etc...) to plan and carry out acquisition actions; Evaluating vendor offers for responsiveness; Identifying excessive or underestimated prices and negotiates prices; Responding to and resolving common acquisition issues/questions. OR 2 full academic years of progressively higher level graduate education or masters or equivalent graduate degree or LL.B. or J.D. Should have basic knowledge of commonly used contracting laws, regulations, principles, methods, contract types, and set aside programs in order to identify sources, determine procurement method, and evaluate market conditions and economic factors affecting procurements. Must have skill in written communication in order to develop a variety of contracting documents, including planning documents, solicitations, and modifications. Should have knowledge of basic contract negotiation techniques sufficient to negotiate or administer contracts where the contracting actions are well defined and well precedented. Knowledge of contract price analysis sufficient to perform basic analyses for a variety of contracts is required. Must have basic knowledge of postaward procedures sufficient to administer firm fixed-price, indefinite delivery, or other contracts of similar complexity. Closing date: 12/19/2018.
