Compliance Coordinator The candidate will oversee and monitor internal and external compliance matters across company's District Operating areas. Will establish processes and a disciplined approach to adequately ensure the completion and progress of company's regulatory and audit practices and goals within the District. Serve as an SME and resource for compliance related matters for the district. Act as a key member of release reporting and emergency response activities for the district. Conduct daily work in compliance with company's safety policies and procedures. Ensure compliance with PHMSA, OSHA, and Environmental regulation by performing inspections of designated facilities and job sites as defined annually. Ensure that compliance reports are complete and accurate and align with expectations of compliance program managers. Review and support individual and team goal alignment and performance management systems to meet expectations related to regulatory compliance within the District. Create and provide clear understanding of compliance activities to the respective owners of those activities which support the District in achieving its goals. Work with functional leaders within the district and corporate office to develop and implement best practices and guidelines and ensure compliance with regulations and expectations. Coordinate the development or revision of operational and business policies and procedures in support of compliance activities within the District. Communicate changes to all compliance related activities to impacted parties and works with them to ensure understanding, commitment and accountability. Work to enhance and maintain a strong disciplined compliance culture within the district. Implement appropriate compliance systems and processes. Assist in the interpretation of regulatory policies and procedures; provide guidance to employees as needed. Assist in preparation for any regulatory site inspections and facilitates regulatory site inspections. Draft and coordinate responses to regulatory enforcement actions, follow up reports, accident reporting, and notifications. Conduct facility compliance audits to measure compliance with regulations, policies and procedures. Subsequently track and report progress on associated action items. Serve in Liaison staff position for Emergency Response activities.
Qualification and Experience
The candidate should have High School diploma. Bachelor's degree and pipeline or utility industry experience is preferred. Must have 3 years of work experience in one, or more, of the following: direct compliance, regulatory, health and safety or environmental program experience in an advisory, policy interpretation and oversight capacity; direct experience as a paralegal, implementing document management controls or performing internal audits; demonstrated project management experience to include full lifecycle of project; or experience in an advisory, policy interpretation, decision making capacity in a regulated industry/environment (e.g military, refinery, energy, airline) making OR 5 years of operator, controller or other technical operations experience with active participation in compliance, safety environmental or regulatory responsibilities. Knowledge of PHMSA, OSHA, EPA, USCG and other pertinent regulations is preferred. Knowledge in use of operational lifecycle database tools such as Maximo or equivalent is needed. Should also have knowledge or use of other pipeline database tools such as Adept, G-Forms and others. Working knowledge of pipeline operations, or operations within a similar industry is required. Broad understanding of compliance-related activities is a must.
