Financial Management Analyst, GS 9 - 11 Duties: The candidate will support the four Corps of Engineers Financial Management System (CEFMS) databases. Work will be to certify, obligate, various accounting documents with multiple appropriations, coordinating with various customers. Serve as a Financial Management Analyst for the US Army Humphreys Engineering Center Support Activity (HECSA), Resource Management Office, Finance and Accounting Branch. Performing analysis and classification of complex and unusual transactions requiring substantial research and thorough understanding of a wide variety of transactions, accounts, and financial and non-financial systems to include Corps of Engineers Financial Management System (CEFMS) and Defense Finance and Accounting Service (DFAS) (Electronic Document Access (EDA). Working closely with USACE Finance Center and DFAS disbursing offices, vendors, other DoD and Non DoD federal agencies. Assisting National Capitol Region program managers with certification, obligation and to resolve discrepancies, variances such as duplicate and/or erroneous charges and ensures charges are corrected accurately and timely and are in compliance with current regulations. Researching and resolving unusual and difficult problems. Performing joint reconciliation or special reviews of unliquidated obligations and unfilled orders for all USACE, Department of Army and DoD appropriations in CEFMS. Reviewing major financial programs using CEFMS reports for accuracy, completeness, and effectiveness of financial operations. Analyzing CEFMS automated system outputs to identify problems, potential problems, or trends to facilitate a successful Fiscal Year-End Closeout. Receiving and analyzing various financial status reports and prepares/consolidates special financial reports to identify problem areas, trends, and opportunities for improvement. Preparing automated graphs and charts depicting financial status or comparative analysis. Utilizing personal computer software programs to develop charts and worksheets. Serving on special teams to improve the effectiveness of financial management processes.

Qualification and Experience

Qualifications: The candidate should have education and/or experience requirements described below.
GS-09: Must have Specialized experience 1+ year of specialized experience which includes performing a variety of financial and budget related functions and/or administrative work in connection with financial/accounting systems; reviewing documents for valid budget expenditure limitations, completeness and correctness of all financial data; and responding to financial/accounting issues, inquiries or questions using various forms of communication. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).
OR
Should have Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B or JD degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as Financial or Accounting field of study.
OR

Must have combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements.
GS-11: Should have specialized Experience: of 1+ years of experience which includes monitoring and troubleshooting accounting data through automated systems; detailed and comprehensive knowledge of accounting theories, methods and techniques; analyzing, developing, modifying and maintaining financial control; and interpreting operational procedures pertaining to financial activities to meet organizational requirements.
OR
Should have Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as Administrative, Financial or Accounting of study.
OR
Must have combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements.
