Corporation Counsel Duties : Advises and represents the county in all civil, administrative and regulatory matters, including labor relations; oversees the function and may represent the public in mental commitments, protection service matters, guardianships for county hospital patients, and certain juvenile matters; oversees the child support enforcement attorney's. Provides legal counsel to company Executive, company Board members, department heads, and other County management personnel acting on behalf of the company. Advises and provides legal opinions to the County Board of Supervisors and its committees and interpret the powers and duties of the Boards, Committees, Commissions and County officials and officers. Serves as advisor for County-Oneida Tribal legal issues. Plans, schedules and assigns work to subordinates; approves and schedules vacation and leave requests; instructs and trains employees in proper methods and procedures; develops and enforces policies and procedures; inspects work in progress and upon completion; conduct performance evaluation; ensures continuing legal education (CLE) credits are earned; ensures the smooth day-to-day operations of the staff attorney activities. Prosecutes and/or defends the County in civil actions before state and federal courts. Examines all claims filed against the County and recommends claim settlements. Works with County insurers regarding claims handled by insurance carrier. Oversees the function and may represent the County in mental commitments, guardianships, juvenile cases and child support matters. Drafts and reviews contracts, Memorandums of Understanding and other agreements involving County agencies and interests. Drafts deeds, leases and real estate conveyances; examines title documents for County land purchases, sales and leases. Performs legal research and prepares opinions, briefs, pleadings, memoranda, appeals and correspondence on various legal problems for the departments and officials on behalf of the Corporation Counsel. Draft and review resolutions and ordinances. Revises County Code to maintain accurate and current provisions. Supervises Corporation Counsel staff. Oversees the administration of the office, including the child support attorneys. Coordinates and supervises the County criminal non-support efforts. Investigates claims and complaints made by or against the company government; recommends action to be taken; prepares and tries cases for damages, breach of contract and other suits and hearings. Prepares and executes all County eminent domain activities. Advise, negotiate and handle the condemnation proceedings. Researches and maintains knowledge of state and federal laws affecting county government. Interprets the lines of responsibility among and between the legislative, executive, and judicial branches of government. Advises company officials' regarding open and closed meetings and public record matters. Drafts closed session language for agendas. Advises and handles open records requests for the various departments, drafting letters, reviewing documents and redacting documents containing exempt and confidential materials. Receives and processes Company open housing law complaints and advises the Commission on Equal Opportunities in Housing. Prepares and makes recommendations for the departmental budget. Reviews documents and issues related to Company borrowing; attends, as necessary, bond closings and other borrowing meetings. Advises on zoning, subdivision and planning legal matters. Supervises real estate tax collection related to the taking and selling tax lien properties, In Rem Proceedings. Advise risk management on liability and insurance matters. Review Insurance policies and coordinate company's legal position with various insurance carriers. Coordinates County's interests with U.S. Army Corps of Engineers and WisDOT regarding harbor grant, construction and operational issues.

Qualification and Experience

Requirements : The candidate should have a Law Degree from an accredited school of law, plus 7 years experience practicing law with 5+ years municipal law experience; or any equivalent combination of education, training and experience which provides the necessary knowledge, skills and abilities. Admission to the State Bar of Wisconsin. Admission to practice before Federal Courts in Wisconsin and 7th Circuit Court of Appeals.Knowledge of Wisconsin municipal statues and the state administrative code, state case law, federal laws and regulations governing county government systems such as: airports, harbors, highways, employment and housing discrimination, handicapped accessibility, air, water and ground pollution, railroads, Indian tribes, etc. Knowledge of the opinions of the Attorney General. Knowledge of judicial procedures and rules of evidence. Knowledge of established precedents and source of legal reference. Knowledge of and ability to utilize a computer and the required software. Ability to tactfully render objective advice to in view of competing interests and pressures in a political environment. Ability to communicate effectively both orally and in writing.
