Human Resources Specialist, GS 7 - 12 Duties: The candidate provides recruitment and placement services to assigned installation-level organizations. Performs recruitment and placement advisory services. Participates in special initiatives, recruitment and placement studies and projects, and positive employment activities. Prepares written correspondence and other documents.
Qualification and Experience
Qualifications: For GS-07 grade level: Must have 1 year of specialized experience equivalent to the GS-05 grade level in the Federal service which includes knowledge of the full range of Federal HR employment, recruitment, and placement principles, concepts, policies, and analytical techniques. OR Must have completed one full academic year of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR Should have a Bachelor's degree in education or a subject area related to the position and am claiming Superior Academic Achievement. For GS-09 grade level: Must have 1 year of specialized experience equivalent to the GS-07 grade level in the Federal service which includes knowledge of other HR processes sufficient to relate recruitment and placement issues. OR Should have successfully completed a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree OR Must have LL.B or J.D. related to the position which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. OR Should have specialized experience described in the job opportunity announcement; however, and have 1 year of progressively higher level graduate education, Master's or equivalent graduate degree. For GS-11 grade level: Must have 1 year of specialized experience equivalent to the GS-09 grade level in the Federal service which includes skill in applying basic principles, provisions, laws, regulations, practices, and techniques of staffing and recruitment. OR Should have successfully completed a Ph.D or equivalent doctoral degree. OR Must have 3 full years of progressively higher level graduate education leading to such a degree. OR Should have LL.M. in a related to the position which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. OR Must have 2+ years of graduate level education with a major or subject area related to the position to be filled. Therefore, I have a combination of experience and education. For GS-12 grade level: Must have 1 year of specialized experience equivalent to the GS-11 level in the Federal service or equivalent in other pay systems that equipped me with the particular knowledge and ability to gather and analyze facts, draw conclusions from information and communicate information clearly. Knowledge of the full range of Federal HR employment, recruitment, and placement principles, concepts, policies, and analytical techniques are needed. Knowledge of other HR processes sufficient to relate recruitment and placement issues to them is needed.
