Program Analyst / Management Analyst, Budget Analyst, Public Affairs Specialist (Pathways Recent Graduate) Duties for Human Resources Specialist - 0201: Exercise sound judgment and discretion in selecting from a wide range of existing policies, regulations and requirements and in developing viable options or alternatives to meet conflicting management needs while at the same time, assuring compliance with regulatory requirements and the procedural adequacy and propriety of actions. Recommend appropriate human resource solutions and resolves most problems by ascertaining the applicable regulations, analyzing the existing problem(s) and factual evidence/information, projecting potential impact of decisions on the immediate and overall NNSA organization, and drawing sound conclusions on the best course of action to be taken. Duties for Program Analyst - 0343: Develops program baseline cost analyses, annual and multi-year long-range fiscal plans, annual work plans and goals for programs or organizational components with interrelated work operations, and input for strategic plans and other planning documents. Obtains, compiles, and analyzes cost, schedule, and performance data to determine compliance with performance, production and program goals and milestones. Duties for Management Analyst - 0343: Participates in management reviews and evaluations of administrative/management activities to ensure proper program integration and conformance to DOE/NNSA and program-specific policy; and for completeness, and adequacy in meeting established management goals and objectives. Analyses program plans and recommends changes, as necessary, to ensure that comprehensive plans are kept current and reflect program policies, priorities, goals and objectives. Participates in developing, interpreting, and applying a wide range of general business and management principles and guidance for implementing the full range of administrative/management policies, regulations and directives; preparing annual management plans and objectives; and resource requirements necessary for their execution. Duties for Budget - 0560: Provides technical advice to program elements on the status and availability of funds in different budget accounts and on all aspects of the budget process for assigned program areas. Consolidates, compiles, summarizes, and utilizes budget data from a variety of documents such as accounting records, work authorizations and provides information in the appropriate formats, including Approved Funding Programs and budget execution tables. Researches, extracts, and analyzes financial data for use in preparing special reports, recommending changes to allocations, revision of budget estimates, etc. Duties for Public Affairs - 1035: Provides policy and guidance to contractor public affairs programs. Plans, designs, executes and evaluates the community and media relations, public affairs, mission expansion, employee communications and intergovernmental program.
Qualification and Experience
For NQ-02: The candidate must have 1+ year of specialized experience that is comparable in level of difficulty and responsibility to that of the next lower grade level NQ-01 or (GS-7/8) in the Federal Service. Specialized experience is that which has equipped the applicant with the competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. Specialized experience for these positions include:
Human Resources Specialist - 0201: Experience assisting with a wide range of Human Resources services and is responsible for providing basic employee and management advisory services, pertinent to one or more human resource functions.
Program Analyst - 0343: Experience assisting in developing and interpreting guidance for use by program/project managers in preparing annual operating plans and objectives, and funding estimates required for their execution.
Management Analyst - 0343: Experience assisting with various studies to assess the actions required to implement proposed management alternatives, and the associated resources involved.
Budget Analyst - 0560: Experience assisting with the development of guidance for use by program/project managers in preparing PPBE documentation, annual operating objectives and plans, and funding estimates required for their execution.
Public Affairs Specialist - 1035: Experience assisting in developing, managing oversight of public affairs program including media relations, community relations, tribal relations, public participation, government/congressional relations, protocol, emergency management public information, and internal employee communications.
May substitute a Master's or equivalent graduate degree OR two full years of progressively higher level graduate education leading to such a degree OR LL.B. or J.D., in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, technology management or related field.
May substitute an equivalent combination of qualifying graduate education and specialized experience as described above.
Combining Education and Experience: Combinations of completed post-high school education and experience may be used to meet total qualification requirements for the grade levels specified in the table, and may be computed by first determining the applicant's total qualifying experience as a percentage of the experience required for the grade level; then determining the applicant's education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify an applicant for that grade level.
Knowledge, Skills and Abilities:
For Human Resources Specialist - 0201: Knowledge in applying, fundamental HRM laws, principles, systems, policies, methods, and practices. Skill interviewing, analytical, and research techniques sufficient to conduct fact-finding and recommend solutions to moderately difficult but well precedented and/or recurring issues and problems.
For Program Analyst\Management Analyst - 0343: Skill in applying analytical and evaluative techniques to the identification, consideration, and resolution of issues or problems of a procedural or factual nature that deal with readily observable conditions, written guidelines covering work methods and procedures, and information of a factual nature.
For Budget Analyst - 0560: Knowledge of well-established budgeting techniques, the organizationâ€™s mission/functions and sources of funding in order to relate needs and accomplished to future or actual budget.
For Public Affairs Specialist - 1035: Knowledge of principles, methods, and techniques of communication that enable the incumbent to serve as technical authority for a public affairs program. Skill in writing and presenting oral presentations.
