Human Resources Specialist (Employee Benefits) - GS 7 – 9 The candidate serves as the Federal Benefits Specialist for the Marion, IL VA Medical Center. Provide advice and assistance to managers, supervisors, HR customers and staff on Federal Benefits and the Workers' Compensation Program. Must have a thorough knowledge of VA and OPM regulations and apply good judgment in order to provide appropriate advice. The candidate who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position must have served 52 weeks at the GS-05. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows time-in-grade eligibility must be submitted with application materials. To qualify for a GS-09 position must have served 52 weeks at the GS-07. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. May qualify based on experience and/or education as described below: Specialized Experience GS-07: Must have 1 year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include to: Perform work that involves providing guidance and consultation to management, employees, former employees, annuitants, survivors and eligible family members regarding retirement, insurance, health benefits. Advising employees and supervisors on procedures to follow when an injury claims occurs; serving as the central point for traumatic and occupational injury claims originating at the facility; counseling and assisting disabled employees injured on-the-job in obtaining all required documentation to secure benefits through Department of Labor representatives; ensuring that claims are processed within specific time lines and according to regulatory requirements; informing employees of procedures to obtain payment for bills and reimbursement of expenditures due to their injury. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level must have completed one (1) full year of graduate level education at an accredited college or university. Combination: The candidate may also combine education and experience to qualify at this level. Specialized Experience GS-09: Must have 1 year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: work that involves providing guidance and consultation to management, employees, former employees, annuitants, survivors, and eligible family members regarding retirement, insurance, health benefits. Knowledge of non-adversarial problem solving approaches sufficient to resolve difficult employee benefits problems and to advise and/or represent management; Knowledge of individual and group counseling techniques and skills to assist employees in solving complex, sensitive, and/or unusual problems and selecting workable/agreeable alternatives; Knowledge sufficient to conduct fact-finding, advise, recommend solutions and resolve moderately difficult and/or recurring issues and problems; Comprehensive and thorough knowledge of laws, regulations, Executive Orders, agency HR policies and procedures, court decisions, and issues as they pertain to employee benefits programs, Thrift Savings Plan, survivor benefits, and retirement benefits to include the impact of various other Federal retirement systems (i.e. for reemployed annuitant). OR Education: May substitute education for the required experience. To qualify based on education for this grade level must have a master's or equivalent graduate degree, OR two (2) full years of progressively higher level graduate education leading to such a degree, OR LL.B or J.D. from an accredited college or university. OR Combination: May also combine education and experience to qualify at this level. Generally, 18 graduate semester hours is equivalent to 1 full-time year of graduate study.
