Chief Counsel ES 00 Duties The candidate will do administration of the LaRC patent program. Will be nsuring legal representation before appropriate courts and administrative agencies where LaRC interests are involved. Ensuring legal representation as required in matters involving other Government agencies (Federal, state and local), including ensuring necessary representation in formal regulatory proceedings where NASA LaRC interests require representation. Adjudication of claims presented to NASA LaRC for personal injury, death or damage to/loss of real or personal property. Administration of the Federal ethics program at LaRC, in conjunction and coordination with the NASA HQ Ethics Team. Execution of releases from liability in full satisfaction of claims and demands asserted affirmatively by NASA LaRC. Exercise of the fundamental responsibilities and maintaining operating relationships with NASA Headquarters and Agency-wide, ensuring that the specific authorities and responsibilities are appropriately recognized and that legal actions are appropriately coordinated with all other officials who have interests in them;. -Settlement of claims against NASA at LaRC made by or on behalf of any employee for damage to or loss of personal property incident to service with NASA, whether by full or partial allowance or disallowance. Legal review of procurement matters. Ensuring support of the NASA Acquisition Integrity Program at LaRC. Serving as a permanent member of the NASA Legal Leadership Team as it works to ensure Agency-wide policy, professional training and legal proficiency. Ensuring continuing coordination and dialogue with the General Counsel on matters of legal policy and practice.
Qualification and Experience
Qualification: The candidate should have significant and diverse legal professional experience as a practicing attorney dealing with highly complex issues in of the following areas of law: a) Federal Government Ethics; b) Patent Law; c) Federal Personnel Law; d) Federal Procurement; and/or e) Equal Employment Opportunity law. Must have expert-level experience negotiating, drafting and reviewing legislations, regulations, legal memoranda, policies, procedures and agreements and providing legal advice and counseling to senior-level officials and executives on wide-ranging, complex governmental and/or corporate issues, demonstrating ability to solve problems of substantial impact, sensitivity, and complexity. Must have current active membership in good standing in the bar of one or more States that permits the practice of law in the highest Court of one or more of the United States. Should have graduate from an ABA accredited school of law, and current possession of a bar membership which permits the practice of law in the United States. Must be an active member in good standing of the Bar
