Human Resources Specialist (Recruitment and Placement) Department of Agriculture Animal and Plant Health Inspection Service Summary As a Human Resources Specialist (Recruitment and Placement), you will provide the full range of employment advisory and operational services to enhance and facilitate the functions of the field organizations. The position provides operating personnel support to the Marketing & Regulatory Programs: Animal Plant Health Inspection Service and Agricultural Marketing Service. This job is open to Recent graduates Individuals who have graduated from an accredited educational institute or certificate program within the last 2 years or 6 years for Veterans. Clarification from the agency Recent graduate who has, within the previous two years, completed a qualifying Associate's, Bachelors, Masters, Doctorate, professional, vocational or technical degree or certificate program. Veterans unable to apply within two years of receiving their degree due to military service obligation have up to six years after degree completion to apply. Current students who will complete their degree by 6/30/2023, may also apply. Duties The duties described are for the full-performance level. At developmental grade levels, assignments will be of more limited scope, performed with less independence and limited complexity. The duties may include, but are not limited to: Plans and carries out various recruitment and employment programs. Consults with and advises staff and line officials on all phases of daily operating personnel programs by assisting in the organization, planning and staffing of their operations. Provides guidance and assistance to program officials on the application of the agencies' merit promotion plans. Applies qualification standards to rank experience, training and potential of applicants. Develops/revises rating schedules, credit plans, examination announcements, and supplemental forms. Reviews requests for certificates to determine that an adequate number of candidates are available. Adjudicates applicant appeals of examining decisions, and provides written report of findings to applicant. Identifies areas where recruitment of candidates is a problem and recommends need for additional recruitment efforts in such areas. Participates in the training, development and evaluation of lower graded staffing specialists and support personnel. Requirements Conditions of Employment You must be a US Citizen or US National.
