Administrative Project Manager The candidate will have worked in a fast paced, large, complex agency and have extensive experience in managing City procurements; in planning, coordinating and overseeing major project programs; and in reviewing and approving, and executing purchase orders on behalf of the ACCO. The Deputy ACCO will assist the Associate Commissioner/ACCO to manage the contracting activity for various DOT contracts and units, including the completion of over a billion dollars of capital and operating contract registrations annually, using Federal, State, and City funding sources. Responsible for oversight of the procurements of various DOT divisions, Purchase Orders and P-Card transactions, assuring efficiency, effectiveness and compliance. Evaluate contract documents to ensure conformity to the agency’s requirements and federal/state/city mandates. Achieve procurement milestones for high-priority programs with vigorous timeframes; ensure compliance with procedures of the Procurement Policy Board and the Mayor's Office of Contract Services (MOCS). Monitor agency’s compliance with Chapter 13 of the City Charter, the Rules of the Procurement Policy Board, and the requirements of the Minority and Women-Owned Business Enterprises Development Program. Direct a staff of managerial, professional, and administrative employees performing duties related to the above functions, prepare overall work schedules, and manage the workflow of several units. Utilize the Automated Procurement Tracking (APT) system for review and approval of documents. Provide technical advice and quality assurance to the staff to ensure procurement and administration work is done correctly, and develop procedures for administration of contract and procurement activities. Consult with and advise the ACCO and agency superiors on procurement policies, and in determining the costs and timelines of projects. Other responsibilities will also include: Assisting the ACCO in managing the administration of the Department’s competitively bid contracts for goods and services, project planning, scope development, emergency, intergovernmental procurements, purchase orders and P-Card transactions. In accordance with Mayoral directives, streamlining procurement activity to allow for program implementation on schedule; provide management reports. Representing DOT at the MOCS ACCO meetings and various oversight task force meetings. Chairing agency procurement meetings; working closely with other agency management and contracting officers to resolve procurement issues. Performing related managerial duties. Performing other functions as required by the ACCO. Should have a baccalaureate degree from an accredited college in engineering, architecture, landscape architecture, business administration, or public administration, and five years of full-time satisfactory experience in the planning, administering or expediting of engineering design, and/or construction, or coordinating a very large engineering project, two years of which must have been in an administrative, managerial, executive or supervisory capacity; or A four year high school diploma or its educational equivalent and nine years of experience as described above; two years of which must have been in an administrative, managerial, executive or supervisory capacity; or Education and/or experience equivalent to above.
