Government Subcontracts Manager The candidate will take a lead role in managing that environment where practicality, communication and collegiality are necessary components. Will be responsible for the creation, negotiation, and management / administration of subcontracts under prime contracts with the Federal Government, including large Indefinite Delivery / Indefinite Quantity (IDIQ) contracts. The position requires a person comfortable leading a cross functional team who also has good written and verbal communication and excellent relationship building skills. Responsible for managing all subcontract processes from proposal development through contract closeout. Participate in negotiations of contract language, terms and conditions, cost/price, deliverables and schedule requirements. Ensure all required FAR/DFAR flow-down clauses are properly incorporated into subcontract agreements. Prepare solicitations and evaluate proposals. Facilitate and participate in providing contractual guidance to internal management including sales, finance, and program management. Participate in the development, modification, and management of the subcontracts database. Coordinate with legal, finance and business teams for resolution of contract issues and disputes. Draft subcontracts, teaming agreements, and other strategic subcontracts documentation to support the government business development process. Responsible for leading the development, negotiation, and administration of subcontracts. Work closely with business development and carrier relations to assist in new business pursuit/capture and associated contractual strategy. Assist in identification, development and implementation of new contract/subcontract policies and processes. Participate in development and administration of business alliances and teaming agreements. Supervisory duties as required.
Qualification and Experience
The candidate should have Bachelorâ€™s degree or higher, preferably in legal, business, marketing, or related field. MBA or JD preferred. Preferred Qualifications: Prior experience in the telecommunications industry. Prior management experience preferred. Experience with GSA Schedules Program and multi-award IDIQ contract vehicles. Professional certifications such as CPCM, CFCM , CCCM or PMP. Must have 10+ years direct experience with government contracting and subcontracting. Should have in-depth knowledge of government contracting concepts, including Federal Acquisition Regulations. Must be experienced with the competitive procurement processes in government acquisition. Should have excellent writing skills and ability to draft contractual instruments. Must have strong analytical and verbal communication skills. Should have strong presentation, cross-functional leadership and team-building skills. Familiarity with commercial item/service contracts, firm fixed price contracts, multi-award IDIQ contracts, and common issues that may arise with these contract vehicles is needed. Should have excellent internal and external negotiation skills. Must interface effectively with internal management, and customer representatives including contracting officers and specialists. Proficient in all MS Office Applications, intermediate to advanced Excel knowledge a plus.
