Technical Information Specialist, GS 05 - 07 Duties: Will formulate and conduct imagery, geospatial and technical information advisory work directed at applying unique and complex terrain and physical sciences information to military planning and operational requirements using state-of-the-art geographic information systems (GIS) data integration, and automated cartographic research and analysis initiatives. Perform in-depth imagery and other terrain related (e.g. elevation data) research and analysis in support of geospatial and terrain visualization requirements. Carry-out extraction, analysis, and display of imagery, elevation data, geographic information, including conventional, computer-assisted, and automated approaches. Execute military mapping and intelligence activities requiring the analysis and display of spatial data with a detailed knowledge of geographic information systems, automated cartography, 3D visualization software, digital mapping, computers and computer networks, remote sensing and world-wide web data distribution. Support the development of rapid prototypes, prepare technical studies, reports, papers and plans; present technical briefings and demonstrations. May serve as a Contracting Officer's Technical Representative (COTR) in the preparation, negotiation, award and the technical direction of imagery, 3D visualization and geospatial developmental contracts. Provide consultation services and participate in discussions.

Qualification and Experience

Qualifications:
GS-5 grade level: Some Federal jobs allow to substitute education for the required experience in order to qualify. Successful completion of at four-year course of study above high school leading to a bachelor's or higher degree with major study or at least 24 semester hours in subjects directly related to the position is needed. OR Education beyond the Bachelor's degree, e.g., graduate study, Master's degree, LL.B., JD degree, LL.M., Ph.D. Should have 3+ years of general experience. General experience is defined as three years of progressively responsible experience, one year of which was equivalent to at least the GS-4 level in the Federal Service, that demonstrates the ability to analyze problems to identify significant factors; gather pertinent data and recognize solutions; plan and organize routine projects; and communicate effectively both orally and in writing.

GS-7 grade level: Only degrees from an accredited college or university recognized by the Department of Education are acceptable to meet positive education requirements or to substitute education for experience is needed. A Bachelor's degree with Superior Academic Achievement. Must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses; OR Should have a grade-point average of either 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on your official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum. Must have 1 year of specialized experience which includes performing imagery, geospatial and/or technical information work using geographic information systems (GIS) data integration, and/or automated cartographic research and analysis initiatives. Should have one year of graduate level study, or a master's or higher degree, e.g., LL.B, J.D., LL.M., Ph.D., in a field that provided the knowledge, skills, and abilities necessary to do the work. Such fields include business administration and public administration.
