Assistant Counsel The candidate will be responsible to serve as an attorney with the agency’s Bureau of Legal Affairs, under the supervision of the Senior Environmental Affairs Attorney and the Deputy General Counsel for Environmental Affairs. Provide advice and counsel to firm management and staff and will work on complex matters relating to firm compliance with a wide range of legal matters affecting the agency’s operations. These complex matters include, among other things, the Clean Water Act, Clean Air Act, Resource Conservation and Recovery Act (RCRA), Toxic Substances Control Act (TSCA), Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) and State Environmental Quality Review Act (SEQRA). The focus of the position will be on regulatory and compliance matters within New York City and environmental review matters related to firm construction projects and operations with involvement in local rulemaking as needed. Undertake assignments, as required, involving representation of the agency in contract, environmental and other administrative proceedings, liaising with the City’s Law Department in connection with litigation matters, interpretation of federal and state laws applicable to agency operations, negotiation with state and federal regulators to resolve enforcement actions, and commenting on proposed federal, state and local laws and regulations.
Qualification and Experience
The candidate must have graduation from an accredited United States law school as defined in the Rules of the New York Court of Appeals (Sections 520.3 or 520.5) or admission to the New York State Bar.
