Assistant Legal Counsel The candidate will provide legal counsel and assistance for firm's grant and loan programs and teams, including Enhance firm and the firm Energy Center. Advise staff and committee and board members regarding agency policies and procedures and managing multiple state and federal programs. Draft, review and negotiate contracts. Work closely with firm's Legislative Liaison to draft legislation and rules and provide information to stakeholders, the Legislature, and the Governor's office regarding current and proposed agency programs, law, administrative rules, policies and procedures. Also serve as the agency's Open Records and Open Meetings officer and subject matter expert and, as a member of the legal team, will meet regularly and on an ad hoc basis with other members of the team to confer regarding a wide range of agency legal matters and develop recommendations to present to the Director, Division Administrators, and Team Leaders. Researches laws, legal opinions, policies, regulations, legal texts, and precedents cases. Drafts letters, memos, opinions, legislative reports, contracts, complaints, orders to show cause, indictments, preliminary motions, supporting affidavits, and briefs for case filings. Conducts investigations of administrative proceedings and prepares reports, exhibits, and legal memoranda from the records and hearings, outlining the factual and legal issues, and recommending disposition of a case for consideration by quasi-judicial officers. Prepares and/or presents the agency's case in administrative hearings, court, charges, show cause orders, complaints, briefs, motions and other documents preparatory or incidental to the trial of a case. Serve as the specialist on a single program or a major phase of several programs/activities for which specialized technical knowledge is required. Prepares cases for filing by drafting complaints, order to show cause, indictment, preliminary motions and supporting affidavits and briefs. Prepares drafts of pleadings, motions, and interrogatories in connection with cases in litigation. Assists higher-level attorneys in court cases or administrative proceedings by interviewing and selecting appropriate witnesses, preparing them to give testimony, conducting direct examination, suggesting questions to be asked in cross-examination; cross-examining witnesses in line with established line of questioning. Examines formal filings for legal sufficiency and full disclosure required by statutes, rules and regulations. Conducts or participates in conferences with other legal counsel and reviews the opinions and suggestions of attorneys of lower level; conducts investigations on administrative proceedings. Examines petitioners, claimants, against charges brought under administrative regulations of agency. Comments on and/or drafts proposed legislation or changes in agency regulations. Recommends settlement or arbitration of claims and suits.

Qualification and Experience

The candidate must have experience advising and presenting to boards and committees, experience with state and federal grant and loan programs, and experience drafting and reviewing contract templates and negotiating contracts with service providers, vendors, and state and federal agencies. Experience/familiarity with economic and/or community development and IEDA's programs is desired. Juris Doctorate Degree from an accredited law school is needed. Licensed to practice law in the State of firm is essential. 6 months of experience involving contract law, administrative law, legal research and writing, corporate law/corporate structure, or public law is required. Must have graduated from an accredited school of law.
