Accountant - GS 7 - 11 The candidate being filled under Direct-Hire Authority for Financial Management Experts. Provides professional accounting advice and assistance in the application and compliance of generally accepted accounting principles, policies, and procedures. Reviews, analyzes and modifies operating programs, practices, and procedures related to receiving, controlling, validating, recording, and reporting accounting transactions affecting the asset, liability, revenue, expense, and budgetary accounts of supported organizations. Assists in establishing and monitoring internal controls to identify problem areas, determine actions required to improve operating program effectiveness, and ensure and maintain the integrity of financial and accounting information. Applies knowledge and understanding of automated data processing systems as apply to accounting systems and "feeder" systems and the ability to deal effectively and logically in solving program/system issues. Performs special audits, studies, reports and/or, analysis to evaluate the status of the financial health and/or position of accounting operations based on balanced scorecard measurements or indicators. Duties will be developmental in nature while performing below the full performance level (GS-11) In addition to meeting the basic requirement, qualified applicants must possess one year of specialized experience equivalent to the next lower grade in the Federal service, which demonstrates the ability to perform the duties of the position.

Qualification and Experience

The candidate should have following qualifications:
Bachelor's degree in accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. OR A Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. Your background must also include one of the following:Twenty-four semester hours in accounting or auditing courses of appropriate type and quality (This can include up to 6 hours of business law). A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination.
GS-7 Level: In addition to meeting the basic requirement, qualified applicants must possess 1 year of specialized experience equivalent to the next lower grade in the Federal service (GS-6), which demonstrates the ability to perform the duties of the position. Specialized experience is defined as: assisting with basic activities related to validating, maintaining, or processing accounting data or transactions. OR Substitution Of Education For Specialized Experience for the GS-7 level: One full year of graduate level education or superior academic achievement (SAA) may be substituted to meet the specialized experience requirement. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. Equivalent combinations of successfully completed graduate level education and experience may be used to meet total experience requirements. Superior Academic Achievement (S.A.A.) is based on (1) class standing, (2) grade-point average, or (3) honor society membership. Bachelors degree required or a senior in college can apply with certain considerations. Class standing - Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses. Grade Point Average (GPA) - 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on their official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum. GS-9 Level: In addition to meeting the basic requirement, qualified applicants must possess one year of specialized experience equivalent to the next lower grade in the Federal service (GS-7), which demonstrates the ability to perform the duties of the position. Specialized experience as defined as: performing activities related to utilizing established accounting standards to compile, analyze, and summarize accounting data resulting from day-to-day accounting operations, maintaining the integrity of financial accounts and preparing financial statements and/or reports. OR Substitution Of Education For Specialized Experience for the GS-9 level: A Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D. may be substituted to meet the specialized experience requirement. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. Equivalent combinations of successfully completed graduate level education and experience may be used to meet total experience requirements.
GS-11 Level: In addition to meeting the basic requirement, qualified applicants must possess one year of specialized experience equivalent to the next lower grade in the Federal service (GS-9), which demonstrates the ability to perform the duties of the position. Specialized experience is defined as: independently performing duties involved with interpreting and applying of accounting principles, policies, and procedures; assisting in designing, implementing and assessing of internal accounting control processes; and ensuring the validity, accuracy, and integrity of accounting processes. OR Substitution Of Education For Specialized Experience for the GS-11 level: A Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. may be substituted to meet the specialized experience requirement. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. Equivalent combinations of successfully completed graduate level education and experience may be used to meet total experience requirements.
