Criminal Investigator - GS 9 â€“ 13 The candidate will serve as a criminal investigator responsible for conducting and/or overseeing investigations of suspected procurement fraud felony violations against the laws of the United States and the Uniformed Code of Military Justice (UCMJ) in which the organisation is, or may be, a party of interest. Conduct large scale felony criminal investigations of fraudulent activities involving the complicated Army major procurement process and logistics system. Analyze cost accounting and test procedures used by civilian contractors in researching, developing, testing, manufacturing, and installing of major weapons systems and equipment worldwide for the United States Army. Meet with senior contractor management and legal representatives to obtain information on management actions with cost implications. Consolidate and evaluates incoming criminal information and intelligence data, identifying necessary investigative and intelligence follow-up actions to be initiated. Administer oaths and arrests criminal suspects. Interview staff and executive personnel that may be directly or indirectly involved in the alleged criminal activity.
Qualification and Experience
The candidate should have following qualifications:
Must describe 1 year of experience which prepared to do the work in this job. Specialized experience is defined as:
GS-09: 1 year of specialized experience in conducting criminal investigations at the GS-07 level.
GS-11: 1 year of specialized experience in planning, developing, and conducting major fraud criminal felony investigations at the GS-09 level.
GS-12: 1 year of specialized experience assisting in planning, developing, and conducting major procurement fraud criminal felony investigations at the GS-11 level.
GS-13: 1 year of specialized experience in planning, developing, and conducting major procurement fraud criminal felony investigations at the GS-12 level.
Will be evaluated on the basis of your level of competency in the following areas: Contracting/Procurement; Criminal Investigation; Interview and Interrogation; Investigatory Analysis.
Education: Some federal jobs allow to substitute education for the required experience in order to qualify.
GS-09: Master's or equivalent graduate degree or two (2) full years of progressively higher level graduate education leading to such a degree from an accredited college or university in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position that would otherwise substitute for specialized experience.
GS-11: Ph.D. or equivalent doctoral degree, or completed 3 full years of progressively higher level graduate education leading to such a degree, or completion of all requirements for an LL.M. degree from an accredited college or university in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position that would otherwise substitute for specialized experience.
Combining Education and Experience:
GS-09: Having some specialized experience, but 0-1 year; and more than one year but less than two years of education as described in B. The total must be at least 100%.
GS-11: Having some specialized experience, but less than one year; and more than two years but less than three years of education as described in B. The total is at least 100%.
For the GS-12 and GS-13 position, must meet the qualification requirement using experience alone-no substitution of education for experience is permitted.
