Attorney II
The candidate will assist in the development of business strategies with the objective of entering into legal arrangements to support Laboratory's mission of solving national security challenges through scientific excellence. Will provide constructive and supportive legal advice and counsel to Laboratory managers and employees, advising them regarding the legal aspects and consequences of proposed courses of action and identifying alternative courses of action that will avoid or minimize legal difficulties for Laboratory while also facilitating mission accomplishment. Draft and review legal documents, including contracts, leases, terms and conditions and other legal instruments, memoranda of law, legal opinions, proposed regulations, management directives and correspondence and support negotiations with outside entities and their attorneys, including subcontractors, claimants, litigants, and agencies of various federal, state, tribal and local government agencies.

Qualification and Experience

The candidate should have a J.D. degree from an ABA accredited law school and be an active member in good standing with a State Bar Association. Must have 5-8 years of relevant work experience in transactional legal areas such as commercial contracts, government contracts, or procurement. Knowledge of all phases of the contracting and purchasing process, including the competition, negotiation, award, administration, and close-out of contracts is preferred. Experience and knowledge of government contract law as applied to federal prime contracts and subcontracts is desired. Experience in the handling of contract disputes is an asset. Understanding of technology transfer and intellectual property agreements is a plus. Experience and proficiency with legal management software applications and technologies is ideal.
