Deputy General Counsel
The candidate will develop and implement new and/or improved strategies, policies and procedures to improve efficiency, outcomes and cost containment. Will manage and direct attorneys, non-attorney managers, claims examiners, investigators and agents and other staff in handling and case management of Workers’ Compensation claims. Develop and motivate personnel within the department. Provide career development and prompt and effective coaching and counseling. Responsible for discipline/termination of employees when necessary. Review performance of staff. Create a professional environment that respects individual differences and enables all employees to develop and contribute to their full potential. Provide technical assistance and cost-effective training. Provide legal advice and assistance and report data to operating and administrative departments throughout MTA and its agencies. Manage, oversee and coordinate with outside counsel and expert consultants. Interface and serve as a point of contact with the New York State Workers’ Compensation Board. Oversee medical billing, pharmaceutical and Independent Medical Examination service providers, and other third-party providers. Investigate the validity of claims for benefits and payments. Other duties as assigned.

Qualification and Experience The candidate should have Law Degree from an accredited law school and admission to the New York State Bar. Must have 10 years of progressively responsible experience as an attorney in the area of Workers’ Compensation and claims administration. Must have prior supervisory experience over professional legal staff. Knowledge of the Workers’ Compensation Law, Labor Law, and Civil Service Law is required. Budget responsibility in prior experience is preferred. Familiarity with the policies and procedures of MTA and the Agencies is desired. Familiarity with the collective bargaining agreements and procedures of MTA and the Agencies is a plus.
