Supervising Attorney- Detained Program
Duties: Monitors daily arrivals, transfers, and discharges of immigrant children in Office of Refugee Resettlement (ORR) facilities in Houston. Oversees the legal orientation presentations and intakes of these children. Reviews intakes to determine eligibility for immigration relief. Reviews documents and write eligibility letters for children to be transferred outside of Houston for long term foster care determinations. Completes program reports, as needed. Maintains ORR and other stakeholder relations. Undertakes direct representation of detained children in immigration removal proceedings and continues representation once children are released or transferred to another ORR or adult facility locally. Works with Managing Attorney determine in-house and volunteer pro bono case placement.
Provides hands-on mentoring for volunteer attorneys. Assists with training and presentations. Represents at local coalitions, courts, and agencies. In consultation with the Managing Attorney, leads Houston’s detained program team of two (2) attorneys, three (3) paralegals, two (2) program assistants and a social services coordinator, including supervising casework, managing caseloads and other responsibilities. Conducts employee performance evaluations, and meets regularly with each direct report. Assists in the supervision of law student interns and volunteers.

Qualification and Experience

Requirements: JD Degree required. 5+ years of experience working in humanitarian immigration law. Admission to practice law in the state of Texas. Fluency in Spanish (oral and written) required. Experience in direct representation in immigration proceedings of children in Office of Refugee Resettlement custody and/or adults in U.S. Immigration and Customs Enforcement custody. Experience working with unaccompanied immigrant children, and/or experience working with survivors of abuse, human trafficking, or other trauma. Strong legal research and writing skills. A strong record of cultural sensitivity and cross-cultural communication skills. Ability to work collaboratively, and preferably prior experience working with individual attorneys, law firms, or service providers.
