Deputy General Counsel - Energy / Climate The candidate will, under the direction of the General Counsel, provide legal advice and guidance in the areas of energy and climate policy for the Executive Office, including in the areas of renewable energy procurements and incentive programs, energy efficiency programs and regulations, climate change mitigation and adaptation efforts, utility ratemaking and related adjudications, and overall planning efforts to meet statewide greenhouse gas (GHG) reduction goals. Will work closely with the General Counsel and policy staff as assigned to provide oversight of the agencies within Office relevant to energy and climate policy, including the Department of Public Utilities (DPU), Department of Energy Resources (DOER), and Department of Environmental Protection (DEP). Confer with other agencies and divisions within Office as needed on energy and climate issues, including the Massachusetts Environmental Policy Act (MEPA) office, Massachusetts Office of Coastal Zone Management (CZM), and the Office of Technical Assistance and Technology (OTA). Also assist in the day-to-day management of the EEA Office of the General Counsel, including public records law compliance, procurements, contracting, torts, document management, and other areas as needed. Coordinate and develop positions on litigation under the oversight of the General Counsel. May be asked to serve as liaison on assigned matters in the areas of energy and climate policy in communications with the Office of the Attorney General, Governor's Legal Office, legal staff within other executive branch agencies and offices, and legislative offices. Duties of the Deputy General Counsel also include: providing legal research and advice to internal staff on a range of legal matters; drafting, review and analysis of bills, legislation and regulations; assisting in the review and development of policies; review and approval of regulations proposed for promulgation by agencies; representing the General Counsel at meetings; responding to inquiries and correspondence; and assisting with procurement and budget-related issues as pertaining to energy and climate issues.
Qualification and Experience
The candidate must have 5+ years of full-time or, equivalent part-time, professional, administrative, supervisory, or managerial experience in a particular specialty (i.e. scientific, professional, or technical) and have current license and/or registration requirements established for the performance of the position, of which 1+ year must have been in a project management, supervisory or managerial capacity OR have any equivalent combination of the required experience and substitutions below. A certificate in a relevant or related field may be substituted for 1 year of the required experience. Bachelor's degree in a related field may be substituted for 2 years of the required experience. Graduate degree in a related field may be substituted for 3 years of the required experience. Doctorate degree in a related field may be substituted for 4 years of the required experience. Knowledge of energy law and policy and ability to master complex subject matter is desired.
