Legal Analyst Duties: Serve as the liaison between OLA and OALP on matters regarding the agency’s administrative cases. Coordinate hearings of the agency’s administrative cases. Coordinate involuntary transfer hearings. Receive and review inquiries regarding the agency’s administrative cases from the general public and various interested parties and respond as necessary. Maintain, update and monitor OALP’s electronic case tracking system (SharePoint). Recommend improvements for legal procedures used in the agency’s administrative cases. Receive, open, process and distribute a variety of legal documents, such as appearances, complaints, citations, requests for appeal, emergency orders, motions, preliminary orders, and final orders. Prepare and forward files to attorneys who are assigned to the agency’s administrative cases. Distribute and file legal documents in Administrative Court files. Create and maintain files and logs regarding matters that include, but are not limited to, case assignments; administrative filings; correspondence with and referrals to the Attorney General; and certified, registered and express mailing. Monitor the administrator email account, and follow-up on messages as appropriate. Prepare routine correspondence for administrative law judges, parties and their attorneys, and others. Prepare and distribute recommended and final orders to parties, the Director of Legal Affairs and the Chief of Staff as appropriate. Schedule court reporters for the agency’s administrative cases when appropriate. Forward final orders to the Chief of Staff for signature; issue final orders and distribute them to parties. Prepare a summary of cases for the agency’s Executive Board. Serve as member of the Safety Committee and Building Liaison Committee. Serve as a back-up to the Legal Liaison/Involuntary Case Coordinator. Prepare and certify records of the agency’s administrative cases for Judicial Review. Assist attorneys in the office with special projects, such as tabulating outcomes of cases. Serve as paralegal for the Office of Legal Affairs.
Qualification and Experience
Qualifications: Ability to maintain confidentiality and security of information and documents received. Ability to use office machines including, but not limited to, computers, photocopiers, telephones, facsimile machines, shredding machines, typewriters and label makers. Ability to establish and maintain effective working relationships with others. Ability to use word processing programs and spreadsheets. Ability to maintain and organize a variety of files. Ability to type accurately. Ability to perform moderately complex and varied tasks following established procedures and practices. Ability to arrange meetings and conferences, including the preparation of pre and post conference materials. Ability to follow written and oral instructions. Ability to make work decisions in accordance with Indiana laws and the agency’s regulations, policies and procedures. Basic knowledge of the policies, programs and activities of the office and the ability to apply them to pertinent situations. Working knowledge of laws regarding the confidentiality of documents. Working knowledge of legal and court terminology and administrative procedures required by the federal and state laws. Specialized knowledge of the agency program terminology and special regulations. Advanced knowledge of clerical procedures used in performing specialized office duties. Advanced knowledge of the specialized forms and procedures used in the assigned work. Advanced knowledge of correct grammar, spelling, punctuation and arithmetic. Advanced knowledge of the organization and maintenance of filing systems related to the work. Ability to communicate with a variety of individuals seeking information and asking questions about the agency’s administrative cases.
