Salary: HE 1: $4,065 – $5,334 Monthly (Range 54) HE 2: $4,954 – $6,499 Monthly (Range 62) HE 3: $5,465 – $7,173 Monthly (Range 66) The Opportunity The Staff Attorney supports the Department's Mission to protect and improve the health of people in Washington State by delivering quality legal services to Health Services Quality Assurance (HSQA) programs and other entities. These positions are responsible for: • Analyzing facts and law and recommending an appropriate form of action or combination of actions (discipline or some alternative); • Conducting legal research requiring knowledge of current state and federal legislation, case law and administrative decisions; • Drafting legal documents, pleadings, correspondence, memoranda, briefs, interpretive guidelines, rules, and proposed legislation; • Negotiating settlements of health professions disciplinary issues, including conditions and restrictions; and, • Assisting programs with general legal issues and serving as a resource on special projects, quality improvement work groups, and other activities as called upon. These are permanent full-time Hearings Examiner 1 (HE 1), In-Training to a Hearings Examiner 3 (HE 3) within the Division of Health Systems Quality Assurance (HSQA), Office of Legal Services (OLS). What will you be doing? – Duties include: • Applying legal expertise to manage complex discipline cases from initial review through hearing and post-order proceedings. • Drafting clear, effective legal documents to professional standards required by CR 11; developing rules language for all regulated health professions, entities, and other HSQA programs as assigned. • Serving as a legal resource for all regulated health professions, entities, and other HSQA programs, including high priority or complex matters. • Negotiating settlements of disciplinary cases related to HSQA. • Tracking and logging daily work activities, including timekeeping. Participating in ongoing process improvement and other duties as assigned. Required Qualifications • To enter at the HE 1 level, the following is REQUIRED: (NOTE: Incumbent will advance to the HE 3 level after a 36 month established in-training plan has been successfully completed.) o Admission in good standing to practice law in the State of Washington. • To enter at the HE 2 level, the following is REQUIRED: (NOTE: Incumbent will advance to the HE 3 level after a 24 month established in-training plan has been successfully completed.) o Admission in good standing to practice law in the State of Washington. o One (1) or more years of experience as a Hearings Examiner or attorney in a governmental agency; OR one (1) or more years of experience as a member of an administrative tribunal empowered to issue findings of fact and law; OR one (1) or more years of trial practice experience as an attorney within private or public employment. • To enter at the HE 3 level, the following is REQUIRED: o Admission in good standing to practice law in the State of Washington. o Three (3) or more years of experience as a Hearings Examiner or attorney in a governmental agency; OR three (3) or more years of experience as a member of an administrative tribunal empowered to issue findings of fact and law; OR three (3) or more years of trial practice experience as an attorney within private or public employment. Preferred/Desired Qualifications • Demonstrated experience in the following: o Familiarity with state laws, including the Uniform Disciplinary Act and Washington Administrative Procedure Act. o Working-level knowledge of case law in the area of administrative and health law. o Graduated in the top 50% of law school class.
