**Job Title: Attorney III (Hybrid)**
**Job Responsibilities:**
The Attorney III will be part of the Department of Health Care Services (DHCS), specifically within the Office of Legal Services, Health Care Delivery Systems Branch. The primary responsibilities include providing senior-level legal support and counsel to the Director, Executive Staff, and various program and operational divisions within the department on complex legal issues related to the Medi-Cal program. Key duties involve:
- Conducting independent research, analysis, and preparation of written legal opinions and litigation briefs on complex issues in Medicaid/Medi-Cal and related laws.
- Drafting and reviewing legislation, regulations, amendments to statutes and regulations, contracts, federal waivers, and California State Plan Amendments for the Medi-Cal program.
- Providing legal advice and recommendations on courses of action for complex cases and issues involving Medi-Cal.
- Analyzing proposed and actual changes in federal Medicaid law and policy and assessing their impact on Medi-Cal law and the State Medi-Cal program.
- Advising and consulting with other attorneys within and external to the Office of Legal Services.
- Serving as a liaison to the Attorney General’s Office on complex sensitive litigation for the department.
- Traveling up to 5% to field offices statewide to attend meetings and/or conduct provider outreach, which may require overnight stays.
The role requires the incumbent to function under pressure in time- and politically-sensitive situations and to complete work on an expedited basis with minimal supervision. The Attorney III must possess excellent research, analytical, and writing skills, experience in drafting and reviewing legislation, regulations, and related legal correspondence, and be capable of providing sophisticated legal advice on complex issues both in writing and verbally in meetings.
**Education and Experience Information:**
Candidates must have active membership in the California State Bar. The position of Attorney III requires five years of legal experience in the practice of law. This experience is defined as legal work acquired after admission to any State Bar, or as a judicial clerk for federal or state courts, or legal experience acquired while practicing under a provisional license to practice law issued by the State Bar of California's Provisional Licensure Program.
**Salary Information:**
The salary range for the Attorney III position is $10, - $14, per month. The position qualifies for a "Hire Above Minimum" (HAM) salary with a starting salary for the classification set at $11,695.

The working conditions require prolonged periods of sitting, and business travel may be necessary, with reimbursement considering the employee’s designated office and residence.
