Realty Specialist (Conveyances), GS 7 - 11
The candidate performs a variety of assignments relating to acquisition of trust or restricted land in compliance with applicable laws, regulations, policies and procedures. Researches, analyzes, and provides recommendations on complex and conflicting realty-related problems and issues. Utilizing realty-related automated systems, performs quality assurance review of realty documents received from clients, ensuring compliance with applicable requirements, and making recommendations for approval or other appropriate action. Communicates with clients about the land acquisition process and requirements, and provides accurate and timely information to clients about their ownership interests in trust or restricted Indian lands. Maintains open lines of communication with colleagues and partners to ensure operations are consistent and coordinated. Provides technical advice and assistance to, and reviews the work of realty clerks. Participates in the development and continual improvement of effective and efficient internal practices and procedures for the execution of real estate services functions. Traveling is required.

Qualification and Experience

Qualifications: For GS-11: Must have 1+ year of full-time specialized experience or the equivalent, comparable to at least the GS-09 level in the Federal Service (obtained in either the public or private sector). Specialized experience in applying in-depth knowledge of laws, policies and procedures relating to Indian land transactions; advanced subject matter and technical expertise in Indian trust real estate services; and experience in utilizing Trust Assets Accounting Management System (TAAMS) or a similar automated system to research transactions and retrieve information, run queries and reports is required.

OR

Education: Ph.D. or equivalent doctoral degree.

OR

Should have 3+ full years of progressively higher level graduate education leading to such a degree

OR

LL.M., must be related.

For GS-9: Should have 1+ year of full-time specialized experience or the equivalent, comparable to at least the GS-07 level in the Federal Service (obtained in either the public or private sector). Specialized experience in applying knowledge of laws, policies and procedures relating to Indian land transactions; subject matter and technical expertise in Indian trust real estate services; and experience in utilizing Trust Assets Accounting Management System (TAAMS) or a similar automated system to research transactions and retrieve information. OR

Master's or equivalent graduate degree

OR

Should have 2+ full years of progressively higher level graduate education leading to such a degree (36 semester hours, 54 quarter hours or equivalent)

OR

LL.B. or J.D., must be related to position.

For GS-7: Should have 1+ year of full-time specialized experience or the equivalent, comparable to at least the GS-05 level in the Federal Service (obtained in either the public or private sector). Specialized experience in applying knowledge of laws, policies and procedures relating to Indian land transactions; experience in Indian trust real estate services; and experience in utilizing Trust Assets Accounting Management System (TAAMS) or a similar automated system. OR

1 full year of graduate level education

OR

Graduate education must be related to the occupation and demonstrate the knowledge, skills, and abilities necessary to do the work.
