Program Analyst, GS 9 - 11 Duties: The candidate will be gathering performance data that is appropriate to support the various established department programs. Will be processing data in support of process improvement programs, and other sources of data as may be assigned as indicators of program performance and compliance. Will be conducting program compliance surveillances. Coordinating continous process impvorement initiatives as assigned, and coordinating department level audit responses. Entering data into an organized record keeping or data base system developned and maintained by the department. Instructing and advising all levels of workers and management in program requirements.

Qualification and Experience

Qualifications:
For GS-9 Grade Level: Should have 1+ year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: gathering and reviewing data to identify trends conducted from studies of shipyard operations productivity.

Or

Should have completion of a master's or equivalent graduate degree OR Successful completion of two full years of progressively higher level graduate education leading to a master's degree OR Successful completion an LL.B. or J.D. which is related to the duties of this position OR A combination of experience and graduate education as described above that equates to one year of experience.

For GS-11 Grade Level: Should have 1+ year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: assessing and analyzing data to identify trends conducted from studies of shipyard operations productivity to recommend changes or improvements.

Or

Must have completion a Ph.D or equivalent doctoral degree OR Successful completion of 3 full years of progressively higher level graduate education leading to such a degree OR Successful completion an LL.M. which is related to the duties of this position OR A combination of experience and graduate education as described above that equates to one year of experience.
