Chief Counsel The candidate will provide legal advice and support for the firm, a national laboratory of the U.S Department of Energy Office of Energy Efficiency and Renewable Energy, managed and operated by the Alliance of Sustainable Energy, LLC. Will be responsible for legal support for the research, business and operational activities involving approximately 2,300 employees and contractors and an operating budget of nearly $500M. Serves as chief legal adviser of the corporate organization; counsels management on the legal implications of all activities, problems and corporate governance issues. Keeps abreast of legislative and regulatory developments. Responsible and accountable for providing legal support and guidance to the executive team. Ensures full legal protection of all intellectual property, trademarks and patents. Ensures the company’s adherence to federal, state, and local law with regard to employment, contracts, customer agreements, non-disclosure agreements, and license agreements. Provides counsel and guidance to management on all legal, business and strategic issues as necessary and appropriate. Obtains the services of outside counsel as required to complement available internal legal resources. Serves as the Secretary to the limited liability corporation, Alliance for Sustainable Energy, that manages and operates firm on behalf of DOE. Analyzes risk exposure inherent in the Lab’s operations and research programs and advises as to probabilities and acceptable courses of action. Collaborates with relevant stakeholders to ensure that the organization is in compliance with the terms of the Lab Prime Contract with the Department of Energy and other legal and regulatory requirements.
Qualification and Experience
The candidate should have a Juris Doctorate degree. Must be an active member of the Colorado Bar or eligible for admission on motion to the Colorado Bar based upon years of paste experience. Should have understanding of contractual and financial principles and practices necessary to integrate position operations with organization and department objectives. Understanding of firm’s business operations, strategy, core capabilities, strategic partnership development goals, departments and administrative systems or expert knowledge in relevant scientific program areas is critical. Comprehensive skills in Leadership and Organization is essential. Skill in advising multi-program oversight and administration, interpreting and articulating Laboratory policies and procedure, interpreting and articulating applicable laws and regulations are considered. Outstanding presentation experience is essential. Must have proficient PC skills and ability to learn new software and systems. Comprehensive oral and written communications skills are essential. Knowledge of Laboratory and DOE policies and procedures and targeted client work within the Laboratory operating environment is required. Strong operational experience: ideally has worked in a senior management role in a research and development organization with 10 years of progressive experience in operational/administrative management. Expertise with government contracts and dealing with government entities is required. Should preferably have some experience with the Department of Energy and federal laws that govern operation of a Federally Funded Research and Development Center. Experience as in-house counsel in a national laboratory or similar environment is a clear advantage. Previous management and budget administration experience required. Program strategy, development and implementation experience required. Proven experience in leading a department managing large programs that may involve coordination across organization lines and various disciplines is needed. Line or project management experience, including leadership of employees and program budget accountability is essential. Extensive experience working in a cross disciplinary environment is needed.
