Regulations Specialist II Duties : Responsible for the oversight of the Alaska Administrative Code 3AAC 21-3AAC 31 pertaining to Alaska Statutes 21.23.021 â€“ 90.900. Under the general supervision of the Deputy Director, opens regulation projects as necessary to amend or repeal existing regulations. Works closely with the Attorney General's office, supervisors, and the Paralegal in developing regulation projects. Must be able to interpret desires and intent of the Director and senior staff and draft language accordingly. Responsible for researching existing statutes and regulations and may be required to research federal laws and technical material relevant to a regulation project. Continually reviews regulations and makes recommendations to the division concerning deficiencies, conflicts or obsolete provisions and the need for reorganization or revision of regulations. Alerts division staff to statutes that need to be implemented, interpreted or made clear by regulation. Arrange oral hearings as well as receiving written public testimony. Must effectively conduct public hearings as the hearing official in charge of this event. Also responsible for soliciting, collecting, duplicating, distributing, and responding to written public testimony. In all phases of the regulation project, responsible for assuring that proper and legal procedures are followed and must ensure proper public notices are published in a timely manner and in accordance with AS 44.62 and that, legally required affidavits and documentation are provided to the Department of Law, Commissioner's office, and the Lieutenant Governor's office.
Qualification and Experience
Qualification : The candidate must have 1+ year of experience as a Regulations Specialist I. OR 2+ years of paralegal, legal or responsible administrative experience or one year of appropriate graduate study.
