Principal Deputy General Counsel The candidate will be responsible for: Providing legal advice and counsel on substantive and procedural questions, which arise in the functioning of the DIA and its relationships with other Government agencies and private organizations. Overseeing Agency operations in accordance with Executive Order 12333 and reporting to the Intelligence Oversight officer those Agency activities, which raise questions of legality or propriety. Providing legal direction and guidance in the development and presentation of the Agency's various legislative initiatives, and developing and reviewing the Agency's position on other types of legislation, which have a potential impact on the U.S. Intelligence Community. Formulating and preparing the Agency's position in all lawsuits or complaints filed in federal court, the EEOC, or MSPB. Interpreting legal authority, Executive Orders, Intelligence Community policy, and DoD and Joint Chiefs of Staff directives/instructions to provide advice to the Director, DIA and subordinate staff. Interfacing with Department of Defense (OGC), Director of National Intelligence (OGC), and other general counsel’s offices in DoD, the Intelligence Community, and the Federal government, on substantive legal matters affecting DIA operations. Providing legal training to DIA personnel on a wide-range of topics affecting Agency operations. Serving on boards and panels as a legal representative of the Agency, as required. Supervising the DIA Office of the General Counsel personnel to ensure that timely, accurate legal advice and representation is provided to all DIA leadership and staff elements. Serving as the Career Field Manager for all attorneys and paralegals assigned to the DIA Office of the General Counsel. Must be assessed against qualifications which fall into three areas: Intelligence Community Senior Officer Core Qualifications (ICSOCQ), Executive Core Qualifications (ECQs) and Technical Qualifications. Senior officers have a responsibility to share information and knowledge to achieve results, and in that regard are expected to build effective networks and alliances with key peers and stakeholders across the IC and/or with other United States Government (USG), state, local, tribal and foreign officials, as appropriate; actively engage these peers and stakeholders; involve them in key decisions; and effectively leverage these networks and alliances to achieve significant results. Senior officers are expected to create an environment that promotes employee engagement, collaboration, integration, information and knowledge sharing, and the candid, open exchange of diverse points of view. Should have Graduation from a law school accredited by the American Bar Association with a J.D. and an active member in good standing of a Bar of one of the 50 states, the District of Columbia, or a U.S.Territory or Commonwealth. Must have Demonstrated ability to: (a) evaluate pertinent facts and evidence; (b) interpret and apply law, rules, regulations, and precedents; (c) effectively communicate orally and in writing; (d) analyze cases with independent judgment and skill; and (e) deal effectively with individuals and groups. Experience managing a career field is essential. Should have experience managing a budget, personnel, and resources. Must have experience or thorough familiarity with relevant technology.
