Assistant Legal Counsel - Grants and Contract Management
The candidate reviews grants and contracts pre-award, post-award, or a combination of the two depending on the needs of the agency. Reviews proposal and award documents, consult with staff concerning awards, review budgets, and other material terms, ensure consistency and accuracy and communicate the overall needs of the agency to the internal sponsor, as well as constituents and external individuals. Reviews and facilitates reporting requirements and procedures. Provides technical support, as needed, on grant and contract management. Reporting to the Legal Officer, exercises professional judgment in providing legal assistance to the State Board of Education, State Superintendent and Legal Officer, as well as agency staff regarding education matters, grants, and contracts.? Researches, reviews, and drafts legal opinions, grant documents, contracts, legislation, administrative rules, guidance, and other documents. Assists and advises the agency in policy deliberations and implementation. Implements and oversees contracts, grants, and other funding matters. Serves as a legal expert on the Grant Accountability and Transparency Act (GATA) and as agency GATA appeals officer. Coordinates with the CPO/SPO as needed. Participates in agency and external committees and task forces. Advises school officials and other constituents, as appropriate.

Qualification and Experience

The candidate must have a ???Graduation degree from an accredited law school and be licensed to practice law in Illinois with 2+ years of experience working as a licensed attorney or in grant management. ????Experience of 2 years with GATA preferred. Knowledge of grants and contracts required. Familiarity with the Illinois School Code is desired. Demonstrated ability to work effectively and collegially in a fast-paced environment needed. Demonstrated ability to make decisions, be self-motivated and work independently preferable. Demonstrated ability to handle the setup and assist with the management of large, complex grant awards desired. Be adept at learning and synthesizing information from federal and state law and regulations on a variety of subjects connected to the education of students in Illinois.
