Executive Secretary - Attorney
Duties: Research, understand and interpret laws regulations and legal opinion relating to agency operations and the alcohol and tobacco industries; Assists with the preparation, interpretation, and negotiation of agency contracts and contract amendments; Advises the Commission in their role as hearing judge on license denial appeals and administration violation hearings; Legal advisor to the Excise Police on statutory interpretations of alcoholic beverages laws and rules for enforcement purposes; Acts as liaison to other state and federal agencies, on legal matters; Facilitates communication with law practitioners and the general public regarding jurisdiction, procedures, and statutory interpretation; Works closely with the attorney general’s office on litigation involving or alcoholic beverage laws; Assists at depositions and hearings by taking notes, providing follow-up questions to attorneys, and keeping track of documents; Along with the program director, reviews current and implements new office policies and procedures to ensure compliance with statutory requirements and efficiency; Works closely with the legislative liaison to review proposed legislation and assists with responding to inquiries from legislators; Receives and responds to inquiries from attorneys or citizens by telephone an/or correspondence regarding agency operations; Assists the controller in the preparation of the budget, including data collection and preparing written justifications; Prepares reports of section/division activity, including reports relating to pending litigation; Prepares written employment policies in conjunction with State Personnel Department and program director.

Qualification and Experience

Qualifications: Thorough knowledge of the theories, principles, practices and methodology of administrative management; Thorough knowledge of department change and programs; Specialized knowledge of state government administrative structures; Ability to coordinate and motivate diverse, professional and support personnel; Ability to be creative in developing alternatives to meet department’s needs; Effectively communicate, both orally and in writing; Ability to maintain cooperative work relationships.
