Chief Judicial Staff Counsel Duties: Serves as the department head for the Criminal District Court Reviewing Attorney’s Office, reporting directly to the Presiding Judge of the Criminal District Courts and: provides legal research, legal advice and counsel covering a broad spectrum of the most complex of legal issues to the 17 criminal district court judges, their staff, department heads and personnel, visiting court judges, specialty court judges, and various court diversion programs. Handles issues involving all aspects of criminal law including: Jury selection and trial issues for death penalty trials; review and preparation of findings of facts for death penalty writs; hearings on death penalty writs; jury selection and trial issues for all levels of felony cases; jury charge preparation in death penalty cases and all other levels of felony trials; DNA motions, orders and hearings; expunction and non-disclosure cases; hearings on non-capital writs; the preparation of findings and orders in non-capital writs; findings of fact on motion to suppress rulings; bond issues; interstate detainer issues; probation issues; competency and mental illness issues and procedures; ethics and judicial conduct issues. Handles administrative matters for the courts including: advising the courts on policy matters, handling open meetings, open records, Rule 12 requests; attorney appointment wheel issues including: Review of attorney applications for appointment on the County appellate and writ appointment wheel and approved list for death penalty appointments in the First Administrative Judicial Region; personnel matters; community supervision and correction department issues; the creation of judgment and various forms used by the courts; budget preparation; and periodic review of the jury selection plan for County. Represents the judges before all levels of Texas (Courts of appeals, the Texas Court of Criminal Appeals, the Texas Supreme Court) and federal district court. Plans, provides broad direction, establishes standards, and evaluates operations for programs; develops and implements new policies; and implements policy changes. Recruits, selects and terminates employees; participates in assignment of duties and responsibilities to staff; develops and establishes procedures for operating and maintaining required administrative systems. Prepares, implements, and administers annual departmental budget. Performs other duties as assigned.
Qualification and Experience
Requirements: Graduation from an accredited school of law. Licensed to practice law in the State of Texas. 6+ years experience practicing law. Skilled in the use of standard software applications. Ability to effectively communicate, both verbally and in writing, and establish and maintain effective working relationships with elected officials, employees, other departments, community partners and the general public. Strong legal research and writing skills. Knowledge of statutory and case law dealing with the trial and appeal of a criminal case. Must possess a valid Texas Drivers License and good driving record. Will be required to provide a copy of 10-year driving history. Must maintain a good driving record and remain in compliance with Article II, Subdivision II of Chapter 90 of the Dallas County Code.
