The candidate manages the development and implementation of department goals, objectives, policies, and priorities for each assigned service area; establishes, within city policies, appropriate service, and staffing levels; and allocates resources, accordingly. Acts as the official representative to other City departments, City Administrator’s Office, elected officials, and outside agencies; explains, justifies, and defends department programs, policies, and activities; and negotiates and resolves sensitive, significant, and controversial issues. Briefs and advises City management, the Mayor, and City Council regarding the MBE/WBE and SBLE Programs in person and through written reports. Manages and/or participates in the development and administration of the department budget; provides recommendations for funds needed for staffing, equipment, materials, and supplies; directs the monitoring and approval of expenditures, and directs the preparation and implementation of budgetary adjustments as necessary. Responds to and resolves sensitive inquiries and complaints from both internal and external sources. Works with community-based groups, community leaders, and legislative committees to advise, develop, and implement short-term and long-term objectives and programs in support of the MBE/WBE and SBLE Programs. Coordinates assigned activities with other City departments and outside agencies; provides highly responsible and complex administrative support to the City’s Law Department. Assesses the Local and State economy for strengths and weaknesses to assist in strategy formulation and program development for MBEs, WBEs, and SLBEs. Develops, coordinates, and implements strategies and programs to promote the City of Baltimore procurement opportunities to interested MBEs, WBEs, SBLEs, and stakeholders. Prepares and implements special strategies and action plans in marketing/promotional efforts for MBEs, WBEs, and SBLEs priority in conjunction with community-based organizations. Certifies applicants for Minority, Women’s, Small and Local’s Business Enterprises that successfully meet criteria; determines and sets MBE, WBE, and SBLE contracting or subcontracting goals and reviews waivers requests on City contracts. Establishes MBE and WBE participation goals for Private Development projects where the City has provided financial assistance. Reviews submitted bids, responds to Requests for Proposals and other documents for compliance with City law before submission for the award. Stays abreast of local, state, and federal laws and regulations that impact MBEs/WBEs/SBLEs, recommends necessary changes to operational practices and procedures to ensure full compliance. Oversees the monitoring, investigating, and continued compliance of certified or potential certified MBEs/WBEs/SBLEs as well as their goals and objectives, enforces statutes of Article 5 Subtitle 28 of all certified MBEs/WBEs (and applicants for the certification). Conducts research as well as compile and maintain statistical data regarding the availability and utilization of the City’s MBEs/WBEs/SBLEs; assist with formulating metrics targeted to increase the effectiveness and efficiency of MWBOO goals and objectives related to MBEs/WBEs/SBLEs; consolidates data and statistics to report out to internal and external stakeholders. Assigns and reviews the work of support staff. Any other duties assigned by the City Solicitor or Deputy City Solicitor.

Qualification and Experience The candidate should have a graduation with a Juris Doctor. Must have a Master’s degree in Business Administration, Public Administration, Management, or a related field from an accredited college or university. Must have 3 years of experience in the management of projects and programs related to the job, including 2 years of experience that was in a managerial capacity. Must have 5+ years with non-managerial and relevant experience may be substituted for the above-required experience. Experience in a governmental setting, supervising subordinate workers in a relevant field is desired, and 8+ years of increasingly in-depth managerial, administrative, and policy-driven operational responsibilities and experience in the fields of procurement, post-contract administration, regulatory enforcement, contract compliance, systems analysis, affirmative action, minority or women-owned or service-disabled veteran-owned business enterprise, project management, and similar fields. Must have knowledge of the principles and techniques of administration, fiscal planning and budget preparation, equal opportunity laws and regulations, principles and practices of public administration, the MBE/WBE/SBLE Program, Federal, State, and Local laws and ordinances governing urban redevelopment, economic development, and business assistance programs, investigate situations and extract and organize facts. Must have the ability to evaluate data, compare data to existing standards and draw conclusions, present and defend findings, apply and interpret rules, regulations, and procedures, plan and coordinate effective program monitoring procedures, gain the cooperation of and cooperate with others, as well as express ideas, both orally and in writing. Must have skill in oral and written communications, handling multiple tasks and prioritizing, using computers and related software applications, data analysis and problem-solving, preparing and analyzing budgets, reports, and studies. Must have the ability to maintain effective communication and working relationships with elected leaders, city officials, business leaders, financial institutions, developers, citizen groups, and City departments and employees.
