Supervisor, Technical Services Duties: Ensure that the needs assessments, preparation of scopes, and estimation for general construction are properly prepared and in compliance with applicable building codes, zoning resolutions and other pertinent statutes, rules and regulations. Perform oversight functions for private contractors/vendors carrying out construction, rehabilitation, repairs and alterations. Confer with contractors and field personnel regarding the interpretation of specifications, acceptability of specific materials and adherence to plans and safety standards, prepare and review surveys and associated cost estimates. Supervise and assign field personnel to respond to technical assistance requests, including prioritizing and managing the allocation of staff resources as required. In addition, he/she will assign staff to respond to building emergencies and supervise staff assigned to the three family transitional shelters who are responsible for the maintenance of the facilities. Monitor unit performance and responsiveness to requests, and work to enhance existing workflow tracking systems, develop new systems, form documents and templates, and identify resources necessary for effective unit performance. Provide strategic oversight and direction for projects that are mission or business critical. Coordinate and collaborate with critical partners such as other HPD divisions, city agencies, private and public organizations on matters pertaining to the provision of technical services, as directed by the Assistant Commissioner.
Qualification and Experience
Qualifications: A baccalaureate degree from an accredited college in engineering, architecture, landscape architecture, business administration, or public administration, and 5 years of full-time satisfactory experience in the planning, administering or expediting of engineering design, and/or construction, or coordinating a very large engineering project, two years of which must have been in an administrative, managerial, executive or supervisory capacity; or A four year high school diploma or its educational equivalent and 9 years of experience as described in "1" above; 2 years of which must have been in an administrative, managerial, executive or supervisory capacity; or An accredited Master's degree in one of the disciplines described in "1" above, a law degree, or a valid New York State license as a Professional Engineer or Registered Architect or Landscape Architect may be substituted for 1 year of the required experience. However, all candidates must have the 2 years of the administrative, managerial, executive or supervisory experience as described in "1" above. 5+ year’s work experience in construction management overseeing all major trades (e.g., general construction, HVAC, electrical, plumbing, elevator etc.) is preferred. Advanced knowledge of construction methodologies with the ability to prepare and review scopes of work, blueprints, cost estimates, budgets and other technical aspects of construction is a plus. Familiarity with NYC building codes, zoning resolutions, rules, regulations, and quality standards is preferred. Proven leader/ supervisor with experience overseeing construction staff, inspectors and/ or contractors is preferred. Demonstrated capacity for organization, effective time-management, and precision in a fast-paced and demanding environment is a plus. Must possess excellent professional writing and oral communication skills. Must be proficient in MS Excel, MS Word, and MS Outlook. A motor vehicle's license is preferred. Deadline: 05/18/2018.
