Contract Specialist Duties: The candidate ensures that procurement duties are executed in alignment with the Federal Acquisition Regulations (FAR) and Agency Regulations. Performs pre-award tasks, to include: development of procurement plans; review of requirement documents; conduct of market research; publicize requirements; issue of solicitations; performance of proposal evaluations, conduct of negotiations, manages source selections, and completion of awards within authority. Serves as Contract Specialist in the performance of the full range of contracting duties from request to award, and from contract administration to closeout. Manages post award contract administration tasks, to include: modifications, exercise options, process payments and terminations, and complete contract close-outs. Prepares contractual documentation, to include: determinations and findings, source selection plans, justifications, solicitations, price/cost analyses, negotiation memoranda, award decisions, modifications, termination settlements, final decisions, etc. Provides technical guidance and serves as central point of contact for assigned work; conducts negotiations, pre-award, and post-award conferences; coordinates effectively with customers, contractors and management.
Qualification and Experience
Basic Requirements for GS-07, GS-09 and GS-11: Must have a 4-year course of study leading to a bachelor's degree with a major in any field
For GS-7 grade level: Must have experience must possess at least one year of specialized experience at or equivalent to work at the next lower level, that provided the knowledge, skills, and abilities to perform successfully the work of the position, in addition to meeting the basic requirements in paragraph A or B, above.
GS-07 grade level :
Should have 1 year of specialized experience equivalent to the GS-05 level. Must have specialized experience: assisted senior professionals in drafting and editing standard contracts, or other legal documents, reports, and correspondence; maintained files and statistical data on contracts, statements of work, and bid solicitation documents; assisted in the preparation of statements of work and solicitation documents, as a trainee
Should have 1 year or more of graduate education or law school (Graduate education in one or a combination of the following fields is required: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management);
An appropriate combination of graduate level education and specialized experience described above is needed.
For GS-09 grade level:
Must have one year of specialized experience equivalent to at least the GS-07 level. Examples of specialized experience are: performed basic procurement tasks under the guidance of a supervisor or senior specialist.
Should have 2 academic years of progressively higher level graduate education or masters or equivalent graduate degree or LL.B. or J.D.
For GS-11 grade level:
Must have 1 year of specialized experience equivalent to at least the GS-09 level. Examples of specialized experience are: performing purchasing functions including pre-award tasks, such as publicizing, performance of market research, issuance of requirements, evaluation of proposals, and negotiations and post-award tasks, such as processing payments, issuing modifications, exercising options and completing close-outs.
Should have 3+ full academic years of progressively higher level graduate education or Ph.D. or equivalent doctoral degree.
