Assistant City Attorney II
The candidate should have experience and specialized knowledge in Colorado water law and water quality regulation to join our team of talented attorneys and support staff to provide legal counsel to the City Council, departments, and boards and commissions. Will primarily support the Utilities Department of Public Works on water quality, regulatory compliance, and water rights legal matters. Also advise other departments on a variety of other legal issues including environmental matters. May represent the firm before administrative agencies, in municipal or water court, trial and appellate courts, at board and commission meetings, in real estate transactions, or numerous other specialty areas. Provide legal advice to departments, administrative staff, and boards and commissions. May include attending evening meetings. Includes conducting or assisting with legal research and preparing formal legal opinions. Prepare ordinances and resolutions. Represent the firm in civil litigation cases and administrative hearings under the direction of the Attorney. Includes preparation of memoranda, motions, briefs and pleadings to be filed in judicial or quasi-judicial proceedings. Includes advising departments regarding the rules of evidence and procedure. Negotiate, review and prepare agreements and contracts. Perform other duties and legal services as assigned. Know and follow firm and department policies. Reinforce and expand legal and subject matter expertise through professional training and development.

Qualification and Experience

The candidate should have J.D. from an accredited law school by start of employment. Should be licensed attorney in the state of Colorado or in the process of earning a license to practice in Colorado. Must have 3 years’ work experience in Colorado water law, including water quality and experience representing clients before the Colorado Water Quality Control Commission, or similar legal knowledge and/or experience in the water practice area. Should have ability to read, analyze and interpret complex legal documents. Must have ability to respond effectively to sensitive inquiries or complaints; make oral presentations to City departments, work groups, boards and commissions, and Council; and willingness to attend evening and/or weekend meetings. Ability to interact with members of the public or employees when explanatory or interpretive information is exchanged, gathered or presented is required. Should have ability to exercise judgment in selecting the most pertinent guidelines in order to interpret precedents, adapt standard practices to differing situations, and recommend alternative actions in unprecedented situations. Must Know applicable law, court procedures and rules of evidence sufficient to prepare and litigate cases in court and represent the firm in administrative hearings. Should have Knowledge of analysis and research techniques sufficient to gather information, secure and analyze desired information, and formulate logical recommendations. Should Know or quickly learn policy, ordinances and Charter requirements sufficient to advise on matters that encompass a wide variety of municipal law issues. Familiarity with state and local government and demonstrated interest in public service is preferred. Work experience with federal, state, and local environmental laws, practice before state and federal agencies, and experience with environmental regulatory development and compliance or similar legal knowledge and/or experience in the environmental practice area is preferred.
