Accountant - GS 11 â€“ 12 The candidate will become a key team member of Homeland Security professionals. Typical work assignments include: Interpreting and applying laws, regulations, decisions, and rulings to accounting policies and procedures to ensure conformity with Generally Accepted Accounting Principles (GAAP); Performing general ledger operations including evaluating transactions for effects on assets, liabilities, and net position; Preparing financial statements and financial reports for management purposes, exercising professional judgment to present pertinent information; and Providing managers, supervisors, and program officials with professional accounting advice and guidance, accounting data interpretations, and related financial system problems resolutions.
Qualification and Experience
The candidate should have Degree in accounting or a related field such as finance, business administration or public administration that included or was supplemented by 24 semester hours in accounting coursework (this may include up to 6 hours of business law) OR 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. Background must also include one of the following: 24 semester hours in accounting or auditing courses of appropriate type and quality (which may include 6 hours of business law); a certificate as Certified Public Accountant or a Certified Internal Auditor (obtained through written examination); or completion of the requirements for a degree that included substantial course work in accounting or auditing (e.g., 15 semester hours, but that does not fully satisfy the 24 semester hour requirement), provided that have successfully worked at the full-performance level in accounting, auditing, or a related field; two professional accountants have determined that demonstrate a good knowledge of accounting (equal to four years of study); and except for literal nonconformance to the requirement of 24 semester hours in accounting, education, training, and experience fully meet the specified requirements. GS-11: Must possess 1 year of specialized experience that equipped with the skills needed to perform the job duties. Examples include providing professional accounting services in analyzing and reconciling a variety of accounts and transactions; formulating a variety of routine financial reports and implementing fiscal year-end closing procedures for specific funds; and interpreting accounting data, report trends, and conclusions.
GS-12: Must possess 1 year of specialized experience that equipped with the skills needed to perform the job duties. Examples include formulating a variety of financial management reports based on evaluation and analysis of accounting records and systems, and assisting management in applying financial data and recommending alternatives to resolve difficult problems.
Substitution Of Education For Experience: GS-11: A Ph.D. or an equivalent doctoral degree, three full years of progressively higher-level graduate education leading to such a degree or an LL.M. degree may substitute for experience required at this level. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Should have skill in performing analytical functions to include reviewing and evaluating financial systems, analyzing records, and summarizing results. Must have ability to develop, revise, and implement financial accounting and reporting standards, policies, and procedures and to write and revise procedures and instructions relating to operations. Should have ability to convey policy by making presentations to various levels of managers and operating staff, and to represent the organizations in external contacts.
