Regulatory Principal Engineer The candidate will be responsible for a team of vendors that will canvass assigned Macro or Small cell Search Areas, reviewing applicable Land Use and Zoning Ordinances, negotiating Lease Agreement terms and conditions with potential landlords and facilitating signature of same. Will be responsible for reviewing and providing guidance to vendors negotiating Lease Agreement terms and conditions with potential landlords. Drive leasing and permitting goals to meet the sub-markets build programs. Responsible for negotiating Master Lease Agreement terms and conditions with potential municipalities for pole attachment agreements and facilitating signature of same. Facilitate and lead community outreach programs to educate municipalities and neighborhoods of wireless facilities and small cells. Provide Vendor Management support. Provide site acquisition vendors direction. Host regular meetings that drive project success, identify roadblocks. Evaluate real estate pipeline and make process improvement recommendations, including cost savings analysis. Facilitate and manage the securing all of the â€œDue Diligenceâ€ documentation, required for Lease Agreement execution, in a timely fashion. Work closely with Zoning team to help formulate the strategy attached to a specific Land Use application (for a Search Area), including, selection of expert witnesses, preparation for Planning or Zoning Board Hearing and creation of requisite exhibits. Coordinate requests between internal and external counsel. Negotiate and process lease amendments for new sites and site modifications such as antenna changes, generator additions, and equipment expansions. Provide leadership team with regular reports. Conduct regular audits of SiteTraker to ensure accurate reporting. Research and organizational skills for the collaboration on FCC/FAA/NEPA/SHPO Filings to HQ Regulatory team.
Qualification and Experience
The candidate should have Bachelor's degree or four or more years of work experience. Must have 6+ years of relevant work experience.Paralegal certification is desired. Master's degree in Engineering, Business Administration or equivalent experience is preferred. Strong communication skills, both verbal and written is preferred. Investigation and research skill is desired. Adeptness with MS office software (Word, Excel, PowerPoint) is preferred. Current knowledge of, and familiarity with state and local land use and zoning procedures is desired. Strong negotiation, presentation, written and verbal skills, in order to successfully interface with municipal authorities, and to accomplish the most competitive and budget conscious leasing structure with potential landlords is preferred. General Familiarity with Civil and Radio Frequency Engineering design standards for Cell Sites being constructed on buildings, water tanks, and/or existing towers is preferred.
