Supervisory Attorney-Adviser (General), GS 15 Duties: Serve as District Counsel, USAED, Wilmington, furnishing expert legal counsel and advice concerning all phases of the legal program necessary to execute a major operating program of the firm. Furnish expert legal counsel to the District Engineer who is the head of a major operating program of the firm and who has unusual delegated authority or authority commonly of a higher echelon when compared to other DOD and civilian agencies. Research, analyze and provide legal advice regarding contract activities and other District activities. Analyze and evaluate facts, determine questions of law, and recommend adoption of decisions prepared by another attorney. Draft own decision for consideration and adoption by Contracting Officers exercising final authority in the areas of contracting, claims, and appeals. Participate as legal advisor in conferences between the Contracting officer and contractors advising on the legal aspects of the case and endeavors to settle. Plan, direct, and review, as final legal authority for the firm in the District, work of subordinates, determining legal sufficiency, conformance to policy, and general soundness of conclusions. Practice and promote preventive law by establishing and providing the use of functional experts within the Office of Counsel to provide expert advice in a timely manner. Personally perform work related to the most complex, controversial, or unprecedented legal cases.
Qualification and Experience
Qualifications: Must have successfully completed a full course study in a school of law accredited by the American Bar Association (ABA) and have the first professional law degree (LLB or JD degree). Must currently be a member in good standing of the Bar of a state, territory of the United States, District of Columbia, or Commonwealth of Puerto Rico. Must have 2+ years of professional legal experience, acquired after being admitted to the Bar, commensurate with the duties and responsibilities of the position. Graduation from an ABA -Accredited Law School in the top 25% of the class or an advanced law degree such as an LLM may substitute for 1 year of the required professional legal experience. Knowledge of federal laws regulations, policies and procedures related to the organizations missions and programs; civil works, military, and Interagency Support programs, including; authorities, appropriations, and federal acquisition (architect engineering and construction contracts or their equivalent such as information technology, utility services and/or Federal Supply Schedule contracts), contract administration disputes and litigation, and environmental law compliance, regulation and remediation. Knowledge in the following areas of federal laws and practices: litigation administrative, standards of conduct, ethics, civilian personnel and employment, labor-management relations, fiscal, real estate, admiralty, torts and constitutional.
