RESPONSIBILITIES: Prepares legal documents such as contracts, leases, petitions, appeals, and notices. Provides advice regarding procurement issues—reviews and approves requests for proposals and invitations for bids. Provides legal counsel to Houston Housing Authority departments on lease enforcement, risk management, workers compensation, and regulatory compliance matters. Researches legal issues and prepares memoranda of law, legal briefs, and legal opinions as assigned. Provides legal services in connection with the negotiation of real estate development and acquisition projects. Provides legal counsel and training to staff in the monitoring of regulatory compliance. Oversees risk management and insurance matters. Monitors administrative cases, including resident and employee grievances, EEOC matters, and like issues. Reviews legal publications or notices for pertinent information and disseminates to appropriate personnel. Maintains records of Houston Housing Authority-owned properties. Responsible for providing direct services and supervising other legal staff to handle lease enforcement actions and forcible entry and/or detainer cases.



Qualification and Experience

Qualifications: Law degree from an accredited law school and holds a license to practice law in the State of Texas. Should have 3-5 years of active litigation experience. Strong familiarity with court proceedings, civil actions, pleadings, trials, etc. necessary for efficient representation of the Houston Housing Authority. Knowledge og federal law relative to the business of the Houston Housing Authority, including HUD regulatory and administrative law, taxation, environmental, health & safety and procurement. Knowledge of HUD and Houston Housing Authority policies, procedures and practices. Good knowledge of Texas housing, administrative law and property code. Good knowledge of insurance and risk management issues. Good knowledge of office practices and procedures, and basic arithmetic and legal proceedings. Knowledge of standard bookkeeping principles, practices, and techniques. Ability to communicate in an advisory capacity and relate to persons of diverse backgrounds and abilities and establish and maintain effective working relationships with others. Ability to communicate clearly and concisely, orally and in writing, to attorneys, court personnel, the general public, and to staff.
