Portfolio Management Specialist Duties: The candidate will serve as an asset manager for property portfolios for agency-owned and/or leased assets for a region, acting as a liaison, advisor, and representative on sensitive issues, and providing advisory assistance developing solutions to Property Management problems. Skillfully negotiate with Public Housing Authorities (PHAs) in agreements and arrangements for recovery and sustainability in maintaining viability of troubled properties. Review and analyze current and historic financial data; compare previous annual statements with recent financial information; analyze current operation expenses and project financial data to form the basis for decisions on needed management improvements and ultimately, development viability. Review and evaluate legal documents, in coordination with the Office of General Counsel (OGC) as necessary, to determine and ensure compliance with Departmental and other federal, state, and local regulations, requirements, statutes, and policies. Ensure that physical inspections (Housing Quality Standards and Uniform Physical Conditions Standards) are conducted as required for the purpose of evaluating physical conditions, maintenance, and security; approves plans of action and monitors progress until completion.

Qualification and Experience

Qualifications:
Specialized Experience for GS-13: Must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position includes: Leading, supporting, or overseeing the rental housing development process, such as experience with tax credits, deal structuring, private sector financing, and analyzing financial statements; Maneuvering private public partnerships and applying negotiating skills to achieve successful affordable housing development outcomes; AND Applying the rules, regulations, statutes, and other controlling documents pertaining to Public Housing, HUD assisted housing, or Housing Choice Voucher programs in order to propose appropriate solutions to problems.

Specialized Experience for GS-12: Must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized experience for this position includes: Performing a range of work in the oversight, management, or administration of the Public Housing, Housing Choice Voucher, or other HUD affordable housing programs; Applying the rules, regulations, statutes, and other controlling documents pertaining to public housing, Housing Choice Voucher, or HUD assisted housing programs in order to propose appropriate solutions to problems; AND Using analytical and evaluative methods, including the use of analytical tools as required.

Specialized Experience for GS-11: Must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal service. Specialized experience for this position includes: Assisting in performing a range of work in the oversight, management, or administration of the Public Housing, Housing Choice Voucher, or other HUD affordable housing programs; Working with policies and procedures for the servicing of the Public Housing, Housing Choice Voucher, or HUD assisted housing programs; AND Using analytical and evaluative methods, including the use of analytical tools as required.
OR
Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree, or an LL.M.; in order to be qualifying, education must be in a related field.
OR
May qualify by a combination of successfully completed graduate level education and specialized experience. Only graduate education in excess of the first 2 years may be combined with experience.

Time-in-Grade: Must meet the following time-in-grade requirement, if applicable:
For GS-13: Must have been at the GS-12 level for 52 weeks.
For GS-12: Must have been at the GS-11 level for 52 weeks.
For GS-11: Must have been at the GS-09 level for 52 weeks.
