Administrative / Technical Specialist Duties: The candidate will support technical team efforts and provide coordination and liaison support between Naval Surface Warfare Center (NSWC) Corona and fleet commands to address training requirements and associated training operations support planning in the area of collection and analysis of communications signals for all phases of the Fleet Response Training Plan (FRTP). Will analyze current and future fleet IO and Anti-Access/Area Denial (A2AD) training needs and supports development of EC Combined Tactical Training Ranges (CTTR) projects to meet those requirements. Prepare cost analyses and estimates associated with projects for use by the branch, division, or sponsor, including for DoD Fiscal Year Budget Planning. Ensure projects comply with DoD policies and Combined Tactical Training Ranges (CTTR) Cyber Security and network security processes and policies to maintain network security compliance. Provide advice and guidance to chain of command, peers and sponsor, oversees support during fleet training events. Respond to emergent requirements from the fleet community and translate them into technical program/project requirements.
Qualification and Experience
For NT-05: The candidate must have 1+ year of specialized experience at or equivalent to the next lower level, the NT-04 pay band (GS-11/12 equivalent) in the Federal service or equivalent experience in the private or public sector analyzing information operations, electronic warfare, or cryptographic training requirements.
For NT-04: The candidate must have 1+ year of specialized experience at or equivalent to the next lower level, the NT-03 pay band (GS-9/10 equivalent) in the Federal service or equivalent experience in the private or public sector supporting the analysis of information operations, electronic warfare, or cryptographic training requirements.
Education may be substituted for the specialized experience required as follows: successful completion of a Ph.D. or equivalent doctoral degree OR successful completion of three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree OR successful completion of an LL.M. degree that is related to the position being filled.
A combination of experience and graduate education as described above that equates to one year of experience.
