Program Analyst, GS 9 - 11 Duties : Being a Program Analyst makes a valuable member of the Office of Investigations and Evaluations. Conduct broad program assignments requiring integrated analysis of a number of management programs, systems, and operations. The work involves gathering information, identifying and analyzing issues, and developing recommendations to resolve substantive problems of effectiveness and efficiency of work operations in a program or program support setting. This is in addition to improving conditions of a procedural nature which relate to the efficiency of organizations. Work will require the application of qualitative and quantitative analytical techniques that frequently require modification to fit a wider range of variables. Typical assignments at the grade 9 level include: Assisting in the preparation of audits and program evaluations, which focus on fraud, abuse, mismanagement and waste of taxpayer funds invested in Homeland Security; Assisting with inspections, evaluations and special reviews of programs and operations; Conducting interviews to obtain background information to assist in program evaluation; Preparing work papers, schedules, and exhibits; Drafting summaries that contain findings, conclusions and recommendations. Typical assignments at the grade 11 level include: Establishing methods and techniques to utilize in projects and studies pertaining to audits, inspections and evaluations, and investigations; Conducting independent inspections, evaluations and special reviews of programs and operations, which focus on fraud, abuse, mismanagement and waste of taxpayer funds invested in Homeland Security; Conducting interviews to obtain background information to assist in program evaluation; Preparing work papers, schedules, and exhibits; Drafting summaries that contain findings, conclusions and recommendations.

Qualification and Experience

Qualification : Qualify for the grade 9 level : Must have 1+ years of specialized experience equivalent to the GS-7 grade level in the federal service which has given the knowledge, skills, and abilities to successfully perform the duties of the GS-9. Specialized experience at this level may include: experience analyzing and evaluating the effectiveness of program operations; assisting in the development, design, documentation, and implementation of reports; providing technical advice on program operations; and, preparing data summaries for inclusion in routine and special reports. Education may be substituted for experience at the grade 9 level; see below for additional information.

Qualify for the grade 11 level : Must have 1+ year of specialized experience equivalent to the GS-9 grade level in the federal service which has given the knowledge, skills, and abilities to successfully perform the duties of the GS-11. Specialized experience at this level may include: experience analyzing and evaluating the effectiveness of program operations; independently developing, designing, documenting, and implementing reports; providing technical advice on program operations; preparing data summaries for inclusion in routine and special reports; and, participating in discussions, meetings and conferences with senior leadership and external agencies to present conclusions and recommendations. Education may be substituted for experience at the grade 11 level; see below for additional information.

Education : Substitution of education at the grade 9 level: Possession of a master's or equivalent graduate degree; or two (2) years of progressively higher-level graduate education leading to such a degree; or a J.D related to the duties of the position. You must attach a copy of your transcripts for verification.

Substitution of education at the grade 11 level: Possession of a Ph.D. or equivalent doctoral degree or three (3) full years of progressively higher-level graduate education leading to such a degree; or a LL.M. related to the duties of the position.
