ProfileSenior Counsel U.S. Public Sector Contracts The candidate will report directly to the Senior Director leading the U.S. Public Sector legal team. Will advise on a variety of issues related to conducting business with the U.S. Federal Government, U.S. State and Local Governments, Educational Institutions, and related entities. Advising clients and other members of the legal team on sales, Go To Market and compliance matters relating to information technology product and services in the U.S. Federal, State, Local, K-12, and Higher Education government market for firm. Serve as a subject matter expert on U.S. public sector issues and practices. Advise on responses to standard and non-standard contractual requests, requests for proposals, and invitations to bids, evaluating alternative agreements and assessing key risks. Lead or work in concert with team members (inclusive of contract negotiators and administrators) and management on customer-facing contract negotiation, closure, and dispute resolution for multiple sales or business groups within the government market. Align activities and key initiatives with overall priorities of the company legal function. Build strong relationships and networks with the company legal colleagues, business owners, sales personnel, support functions, as well as with customers to facilitate effective escalations and efficient deal closures. Act as a key resource to assigned business teams; work with government affairs as necessary. Work closely with firm’s ethics and compliance counsel on matters related to public sector compliance. Monitor regulatory changes related to public sector procurement and advise on related company compliance.
Qualification and Experience
The candidate should have JD degree from a top-tier ABA accredited law school and active bar membership in one state. Must have 7-10 years of customer facing contracts, negotiation and drafting experience. Previous in-house legal experience or Federal or State Government legal experience is preferred. Experience with IT contracts is a plus. Must be able to obtain a TS/SCI security clearance. Extensive knowledge of the Federal Acquisition Regulation, Defense Federal Acquisition Regulation and other agency acquisition regulations, key laws, policies, processes, and practices applicable to closing non-standard government contracts is essential. Experience with State, Local and Higher Education customer contracts is essential. Knowledge of government bid protest and government claim process is essential. Experience with contract requirements related to Federal Cost Accounting Standards is a plus.
