Human Resources Specialist (Processor) - GS 9 The candidate primary purpose of this position is to function as an HR Specialist within the National Processing Team and perform a variety of duties and assignments involving all aspects of HR transactions processing functions and services. The employee of this position will be responsible for planning and administering HR transactions processing functions by providing technical guidance and assistance to other staff members in order to resolve difficult personnel action problems and issues such as those requiring research of legal authorities, multiple corrective actions and those that are less frequently encountered. Assist processing assistants with complex actions that involve pay and coordination with the National Finance Center (NFC). Review, code, and update all types of personnel actions in EmpowHR or similar automated personnel data systems. Brief HR assistants on new or updated procedural changes being implemented to improve the overall processing. Advise staff of the fundamental legal and regulatory provisions of personnel processing and coding.
Qualification and Experience
The candidate should have following qualifications:
Specialized Experience: 1+ years of specialized work experience, equivalent to at least the GS-07 level of the Federal service, performing the following duties: Providing technical guidance and instruction to assistants on the application of a variety of complex, laws, regulations, directives, procedures, and local policies relating to legal authorities for processing personnel transactions; Administering all aspects of personnel processing correction actions, which may include History Correction Update Processing (HCUP) system packages for the correction and cancellation of historical personnel actions within the history database; Providing assistance with r5/23/2018esearching and validating nature of action processing codes and legal authorities for new or 5/23/2018seldom used actions; Reviewing, coding, and updating personnel actions in EmpowHR or similar automated personnel data systems; and
Preparing a variety of recurring and non-recurring HR transactions processing reports.
Education: Master's or equivalent graduate degree, 2 full years of progressively higher level graduate education leading to such a degree, or an LL.B. or J.D. with major course of study in a field directly related to the work of this position. NOTE: You MUST submit supporting academic transcripts if claiming education to qualify.
Combination: A combination of the specialized experience and graduate education as described above, such that they total 100% of the stated minimum qualifications for this specialty and grade. Only graduate education in excess of the first 18 semester hours may be used when combining education and experience for this specialty and grade.
