Human Resources Specialist (Labor and Employee Relations), GS 11 - 12 Duties: The candidate will advise managers on provisions governing collective bargaining agreements. Will maintain labor relations documentation in accordance with regulatory guidance. Advise managers on the application of civilian personnel policies and procedures in employee relations matters (e.g., discipline, grievances, appeals, fair employment practices). Develop case strategies for administrative proceedings (e.g., Merit Systems Protections Board or other third party). Interview employees and supervisors involved in disputes to determine if there are grounds for a formal grievance. Brief managers on employee relations program management. Write papers to support management's position on labor and employee relations issues.

Qualification and Experience

Qualifications:
For GS-11: Must have 1+ year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Assisting with developing, administering, enforcing, evaluating, and advising on the Labor and Employee Relations program and issues; Identifying and applying a full range of labor and employee relation concepts, principles, legal, and regulatory requirements to advise management on appropriate disciplinary conduct, performance problems, and performance management processes; and Providing advice and consultation to managers relating to labor and employee relations issues.

Or

Should have successfully completed a Ph.D. or equivalent doctoral degree, or successfully completed three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree, or successfully completed an LL.M. degree that is related to the position being filled, or have a combination of experience and graduate education as described above that equates to one year of experience.

For GS-12: Must have 1+ year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Assisting with developing, administering, enforcing, evaluating, and advising on the Labor and Employee Relations program effectiveness, policies, problems, and/or inquiries; Preparing management positions on unique and complex labor/employee relation matters for meetings with union officials; Identifying and applying a full range of labor and employee relation concepts, principles, legal, and regulatory requirements to advise management on appropriate disciplinary conduct, performance problems, and performance management processes; Providing expert advice and consultation to managers on a wide range of complex labor-management and employee relations issues and services provided.
