Logistics Management Specialist Qualifications: For GS-05: The candidate should have completed a four-year course of study leading to a Bachelor's degree OR have 3+ years of general experience that includes 1 year of experience equivalent to the next lower grade level (GS-04) or pay band in the federal service or equivalent experience in the private or public sector providing support for logistics-related functions such as supply, procurement, warehousing and transportation; gathering pertinent data, compiling records and communicating with others orally and in writing; OR have a combination of education and experience that equates to 1 year of experience. For GS-07: The candidate should have completed one full year of graduate level education OR have have completed a Bachelor's degree with superior academic achievement OR have 1+ year of specialized experience at or equivalent to the GS-05 grade level or pay band in the Federal service or equivalent experience in the private or public sector coordinating logistics functions such as transportation, maintenance and warehousing for a variety of resources; gathering pertinent data, compiling records and communicating with others orally and in writing; OR have a combination of education and experience that equates to 1 year of experience. For GS-09: The candidate should have completed a Master's or equivalent graduate degree OR have completed two full years of progressively higher graduate level education leading to a Master's degree OR have obtained an LL.B. or J.D. that is related to the position being filled OR have at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing duties such as: 1) Providing technical advice in areas of supply, to include inventory management, inventory accuracy and warehousing; 2) Coordinating resource procurement; 3) Assisting in resolving logistics and resource problems with staff, representatives from other agencies and private industry. OR have a combination of education and experience that equates to 1 year of experience. For GS-11: The candidate should have completed a Ph.D. or equivalent doctoral degree OR have completed three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree OR have successfully completed an LL.M. degree that is related to the position being filled OR have at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing duties such as: 1) Providing technical expertise in all areas of supply, to include inventory management, inventory accuracy and warehousing, micro purchase and contract requirements; 2) Coordinating resource procurement; 3) Resolving logistics and resource problems with staff, representatives from other agencies and private industry. OR have a combination of education and experience that equates to 1 year of experience. For GS-12: The candidate must have 1+ year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing duties such as: 1) Reviewing analytical techniques and evaluation criteria for the measurement and improvement of Integrated Logistics Support planning; 2) Developing work methods for Integrated Logistics Support; 3) Identifying logistics deficiencies and recommending solutions; 4) Preparing reports and briefings concerning Logistics Support; 5) Identifying products and services required in developing integrated logistics solutions which provide support for programs; and 6) Analyzing mission objectives to determine the kind and extent of support required, identify deficiencies in support, and make recommendations for resolution to better achieve the goals for mission support. For GS-13: The candidate must have 1+ year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing duties such as: 1) Applying and developing theories and principles of Logistics Management, Product Support Strategies, and Integrated Logistics Systems (ILS) planning related to a Product Support Program; 2) Applying comprehensive knowledge of laws, policies, regulations, and precedents applicable to ILS planning 3) Evaluating a ILS program to ensure goals, milestones, and objectives are met; 4) Applying a wide range of qualitative and quantitative methods for the assessment and improvement of ILS planning processes and plans; 5) Performing budget planning and tracking related to logistics functions; and 6) Planning, organizing, and leading ILS planning study teams. For GS-14: The candidate must have 1+ year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing duties such as: 1) Utilizing advanced logistics management and Integrated Logistics Systems (ILS) planning theories, principles, and techniques to enhance the quality and effectiveness of complex logistics programs; 2) Leading, inspiring, motivating, and guiding a group of logistics management professionals in achieving ILS program goals and milestones; 3) Developing and directing the implementation of logistics management processes for an Expeditionary Business Line; 4) Identifying logistics management problems and developing innovative solutions to prevent reoccurrence; and 5) Organizing and leading special study teams and task forces with members from different organizations and commands. For GS-15: The candidate must have 1+ year of specialized experience at or equivalent to the GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing duties such as: 1) Solving problems and issues that arise relating to Logistics Management and Integrated Logistics Systems; 2) Utilizing qualitative and quantitative methods for the assessment and improvement of Integrated Logistics Systems planning processes and plans; 3) Ensuring applicable laws, policies, regulations, and precedents are applied to ILS decisions; 4) Planning, organizing, and leading ILS planning study teams; 5) Negotiating effectively with high level officials on matters relating to logistics support activities requiring substantial agency resources or requirements for extensive changes; 6) Implementing ILS planning principles and practices with regards to budget regulations; and 7) Ensuring the proper administrative processes and documentation requirements are met for logistics activities.
